Petition to the Ohio Department of Rehabilitation and Correction

Mackenzie Shirilla is serving a sentence of 15 years to life after being convicted of intentionally causing the deaths of Dominic Russo and Davion Flanagan.

Since her incarceration, publicly reported prison disciplinary records have documented repeated violations of institutional rules, including possession of contraband, refusing direct orders, unauthorized communications, and other misconduct. While correctional institutions are responsible for determining appropriate housing and security levels, repeated disciplinary issues should prompt a careful review of whether an inmate's current classification remains appropriate.

Prison security classifications exist to protect correctional staff, inmates, and the integrity of the correctional system. They should reflect both the seriousness of an inmate's offense and their conduct while incarcerated.

This petition is not asking for additional punishment beyond the sentence imposed by the court. It is simply asking the Ohio Department of Rehabilitation and Correction to review Ms. Shirilla's institutional conduct and determine whether her current security classification and housing assignment continue to meet departmental policies and safety standards.

If her documented disciplinary history supports a higher-security classification, we respectfully ask that appropriate action be taken.

Our Request

We, the undersigned, respectfully request that the Ohio Department of Rehabilitation and Correction:

Conduct a comprehensive review of Mackenzie Shirilla's current security classification.
Consider her documented institutional disciplinary history during that review.
Make any changes to her classification or housing assignment that are warranted under Ohio Department of Rehabilitation and Correction policies.
Correctional staff deserve a safe workplace. Inmates who follow the rules deserve a safe environment. Security classifications should accurately reflect institutional behavior and be applied fairly and consistently.
