Senate Bill 1 made this crisis worse. SB1 “alters regulatory requirements for the marketing and sale of electricity and gas by retail suppliers,” which led to the shutdown of Maryland’s retail energy market in January 2025. With suppliers forced to exit, Maryland reverted to a utility monopoly—leaving families with no fixed‑rate options and no competition to keep prices in check (Retail Energy Choice).
The impact has been devastating. By 2025, the average BG&E home heating bill reached $3,750 per year, nearly double what families paid in 2021 (Maryland Matters). These unpredictable, volatile rates are wrecking household budgets across the state.
Maryland families deserve stability. Fixed‑rate plans once gave us predictable bills we could plan around. SB1 took that away, leaving thousands of families vulnerable to sudden spikes and unaffordable monthly charges.
