Removing Funding from Maine Prisons is Dangerous – Reinstate it Now
The Issue
On April 9, 2025, the Trump administration withdrew $1.5 million in federal funding from the Maine Department of Corrections due to the housing of Andrea Balcer, a transgender woman, at the Maine Correction Center’s Women’s Center.
$1.5 million, over one single person.
This decision stems from the controversial issue of housing transgender individuals in women’s prisons, but it overlooks the broader, harmful consequences of such a move.
Andrea Balcer, a transgender woman, has been living as a woman for years. The decision to house her in a women’s facility is both humane and necessary, as placing her in a male prison would put her life in serious danger. Yet, the federal government has chosen to punish the entire state’s correctional system over the presence of one person who should rightfully be housed where she is safest.
The withdrawal of this funding puts critical programs at risk - programs that help individuals with substance abuse recovery, provide support for incarcerated parents, and assist in the reentry process.
These services are essential for public safety and the rehabilitation of all incarcerated individuals, not just transgender people.
Removing these funds does far more harm than good and punishes everyone who relies on these vital resources.
The decision to pull funding is an unjust response to a complex situation. We call on the federal government to reinstate the funding immediately, ensuring that essential programs continue and that all individuals in the correctional system receive the support they need.
