We, the undersigned residents, businesses and members of the local community, call upon Hertsmere Borough Council, Hertfordshire County Council and all other responsible parties to take urgent and coordinated action to resolve the unauthorised caravan encampment on the Elstree Way slip road opposite Elstree House.

The encampment has remained at this location for several months, during which residents have experienced significant disturbance, including the prolonged use of diesel generators, alongside concerns regarding noise, sanitation, waste, animal welfare and the suitability of the roadside location for residential occupation.

Despite repeated reports and correspondence with the relevant authorities, the situation remains unresolved, with residents recently advised that uncertainty over the ownership of the adopted highway has delayed the identification of the party responsible for taking enforcement action. We ask the relevant councils, landowner and other responsible authorities to resolve this question without further delay, provide the local community with a clear timetable for action, bring the present unauthorised occupation to an end through the appropriate legal process, and consider appropriate measures to prevent this location becoming a recurring site for unauthorised encampments.
