Requesting New Leadership for Brawley Parks and Recreation Management

The Issue

As a concerned resident of Brawley, CA, I am deeply troubled by the mismanagement of our Parks and Recreation department under the leadership of Rachel Fonseca. It is with great disappointment that I start this petition to demand her removal from the position.

Personal Story:
My children have been unable to participate in youth sports due to the incompetence and neglect within our Parks and Recreation department. Youth sports play a crucial role in building character, teaching responsibility, and giving children a reason to do better in school. Unfortunately, under Rachel Fonseca's management, these opportunities have been severely limited or completely non-existent.

Evidence of Mismanagement:
1. Lack of Facility Maintenance: Our parks and recreational facilities have fallen into disrepair under Rachel Fonseca's watch. Broken equipment, unsafe playing surfaces, and neglected maintenance have made it impossible for our children to enjoy their favorite activities.  The Brawley Splash pad was out of service or with limited service for the entire summer.  Our local parks are outdated.  Neighboring cities have made activities for children a priority.  Brawley Parks and Recreation is significantly lacking.

2. Inadequate Program Offerings: The limited range of programs offered by the department is simply unacceptable. While other neighboring cities provide diverse options for youth sports as well as sufficient coaches and teams to accommodate all children who sign up for youth sports, Brawley has lagged behind significantly.  For the past 3 years the sports offerings are limited with a small number of spaces on each team.  Each year children are put on a waitlist and never called.

3. Poor Communication: There has been a consistent lack of communication between the Parks and Recreation department and community members regarding program updates or changes. This lack of transparency has caused confusion among parents who are eager to enroll their children in activities.  Additionally, Rachel fails to return phone calls and messages. Her department provides inaccurate information to parents seeking enrollment in programs.

4. Financial Mismanagement: Reports suggest that funds allocated for improving park facilities have not been utilized effectively or efficiently during Rachel Fonseca's tenure as manager. This raises concerns about financial accountability within the department.

5. Declining Community Engagement: The decreasing participation rates in parks programs indicate a loss of trust among community members due to mismanagement issues under Rachel Fonseca's leadership.  Multiple parents have expressed that they have sought youth programs in neighboring cities and even not enrolled their children in Brawley sports programs in order to avoid any contact with Rachel Fonseca.

It is evident that these issues are negatively impacting the quality of life for our children and the overall community. We deserve a Parks and Recreation manager who is dedicated, competent, and capable of providing the necessary resources for our youth to thrive.

We, the undersigned concerned residents of Brawley, CA, call upon the appropriate authorities to take immediate action in removing Rachel Fonseca from her position as Parks and Recreation Manager. Our community deserves better leadership that prioritizes the well-being of our children and ensures equal access to recreational opportunities.

Together, let us work towards revitalizing our parks system and restoring faith in our local government's commitment to serving its citizens.
