Remove or reduce "highly engaged players" requirement for all ages games

The Issue

My journey as a small creator on Roblox has always been driven by my passion and interests. At just the age of 10, I started coding and building on Roblox, primarily starting off with obbies. Like many others, I set out to build games to have fun, that are fun, educational, and meaningful for younger players and communities. But, the new publishing requirement that forces creators to have 500 "highly engaged players" before their games can be listed for all ages, primarily not locked to 16+ and trusted friends, has become a major barrier.

For creators like me who are building for our audience from scratch, this requirement is nearly impossible to meet. Many of us make games specifically for younger players or for small hobby based communities. These groups naturally grow more slowly and don't generate the kind of engagement numbers the platform is demanding. Because of that, our games get restricted before they even have a chance to reach the audiences they were designed for.

Educational games, games for kids, and games built for interests often take time to build momentum. They don’t get popular over night, and they shouldn’t have to. Yet the current policy unintentionally favors large, established creators who already have big followings, while smaller developers are left struggling to get visibility.

I’m asking the platform to reconsider this requirement. Removing it or at least lowering the threshold would open the door for more diverse and meaningful content to reach players under 16. It would give small creators a fair chance to grow, innovate, and share their work with the communities they care about.
