Remove Flock Safety Mass Surveillance Systems from Mills County

**Introduction**:
We, the residents of Mills County, are deeply concerned about the implementation of Flock Safety's surveillance systems without our consent. These systems capture extensive data on our vehicle movements and share it with law enforcement agencies, violating our privacy rights and constitutional freedoms. It is time for us to take a stand and demand that our local government prioritize our privacy and civil liberties.

**Body**:
We urge the Mills County Commissioners and local law enforcement to immediately remove all Flock Safety cameras from our community. The use of these surveillance systems represents a significant infringement on our Fourth Amendment rights and undermines the principles of privacy and freedom that Mills County was founded on.

Flock Safety's automated license plate reader (ALPR) systems not only record license plate information but also possibly capture driver and passenger information including underage occupants, detailed vehicle characteristics, including color, make, model, and any modifications. This data is then stored and shared with various agencies, often without the knowledge or consent of the individuals being surveilled. The potential for misuse of this data is immense, as evidenced by reports of Flock's systems being used to track individuals seeking abortions and protesters exercising their First Amendment rights, possibly assist with the location of modified vehicles including diesel vehicles in the future. 

The Texas Data Privacy and Security Act includes provisions that restrict the processing of sensitive data without affirmative consent and establish consumer rights to request deletion or opt out of data collection entirely. However, there are exemptions for government agencies, and it remains unclear whether government-contracted surveillance systems operated by private vendors like Flock are subject to these consumer protections.

Moreover, the Institute for Justice filed a federal lawsuit against the Norfolk Police Department, asserting that the department's use of Flock ALPRs constitutes illegal surveillance in violation of the Fourth Amendment. This lawsuit highlights the ongoing legal battles surrounding the constitutionality of ALPR systems and their impact on individual privacy rights.

We have the right to travel freely without being subjected to pervasive surveillance. The implementation of Flock Safety's systems in Mills County is a clear violation of this right and sets a dangerous precedent for future infringements on our privacy. Moreover it doesn’t represent our core values here in Mills county
