Remove “Declaration” of wildlife that cost baby moose their life!
The Issue
Please remove the mandatory declaration to government of certain species. This declaration has no exemptions, and this red tape takes too much time, delaying life saving rescue. The moose was probably stuck between the branches for long hours.
However, in order for a shelter to take care of a moose, permission from the ministry is mandatory, and that permission has never come, according to Dominic April. A directive from the Ministry of Wildlife shocks a man who tried to save a young moose in a bad spot in Saint-Antonin near Rivière-du-Loup.
Dominic April and his friend wanted to help a calf they found alone, trapped in a bush and looked exhausted on Saturday.
The man from Rivière-du-Loup found two shelters capable of providing care to the animal: Le Havre de la faune and SOS Miss Dolittle. So he had orchestrated his journey by mobilizing about ten people.

It had been said that [a wildlife agent] would pass by during the day. No one really showed up [... ] I didn't get a call back, he reports.
Under the Wildlife Conservation and Promotion Act, people who find injured animals, such as deer, must report them to a wildlife protection officer by contacting SOS poaching.
A quote from Dominic AprilI saw a lot of people willing to come to his aid, but it wasn't possible because of the ministry that didn't mobilize. I see a discharge of his responsibility in terms of wildlife protection.
The animal, which was found dead the following morning, was a victim of an injustice, according to Dominic April.
Let nature take its course
The Ministry of Wildlife left our interview request unanswered, but indicates on its website that capturing an animal with mandatory declaration [like the moose] is forbidden, even to bring it to a rehabilitation center. Only an officer or wildlife protection officer can do this.
A quote from Extract from the website of the government of Quebec Letting nature take its course is often the best solution.
It can also be read that the death of an injured or sick animal is part of a natural process in which humans should not intervene. [... ] It is often beneficial, or even essential for other living organisms. For example, many predators rely on these prey to feed their young and ensure their survival. A measure that goes wrong
Wildlife sanctuaries think this measure is off track.
Wild animals suffer just as much as we do when they are hurt, reacts SOS president and founder Miss Dolittle, Jennifer Tremblay. It's important to help them. There is an ethical and safe way to do it, and these animals need us.
She added that animal suffering is often caused by human activity: according to her, 95% of animals admitted to the shelter, whether it was a bird that hit a window or a fox that was bitten by a car. We should fix the wrongs that we cause voluntarily or unintentionally, she retwists. Le Havre de la faune, in Saint-Fabien, receives calls every year to treat orphaned cervids, but has only once received permission from the ministry to do so.

The moose Moosseline is one of the animals housed at Havre de la faune, in Saint-Fabien.
People who hold themselves accountable [to nature] are angry. They will continue their walk, but there is no one to help them, and it can become dangerous for them, this is not ideal, says the co-founder, Claudia Parent.
A quote from Claudia Parent, co-founder of the Havre de la Faune. The ministry would be interested in collaborating with shelters to allow the animal to be properly cared for.
The step to follow
Jennifer Tremblay is asking anyone who finds an animal in distress to contact a shelter for the procedure to follow, and notify the Animal Ministry with mandatory declarations.
