The Issue
We, the undersigned educators, staff members, parents, alumni, students, and community stakeholders, are calling for immediate administrative action regarding Assistant Principal Phillia Stewart at Lancaster High School.
For too long, teachers and staff have endured what many describe as a culture of intimidation, hostility, humiliation, and fear-based leadership that has severely damaged morale and undermined the professional environment at Lancaster High School.
The tipping point came during a PLC meeting on May 6, 2026, when multiple educators allegedly witnessed an openly hostile confrontation involving Assistant Principal Phillia Stewart and a teacher in front of colleagues. What should have been a collaborative professional meeting reportedly devolved into public embarrassment, aggressive communication, and behavior many staff members considered deeply unprofessional and unacceptable for educational leadership.
This incident was not viewed as isolated. Rather, many educators believe it reflects a broader pattern of toxic leadership practices that have contributed to:
•Declining teacher morale
•Increased workplace anxiety and stress
•Fear of retaliation for speaking up
•Public targeting and humiliation of staff
•A hostile and divisive professional climate
•Breakdown of trust between faculty and administration
•Emotional exhaustion and burnout among educators
Educators deserve to work in an environment where they are respected, supported, and treated as professionals — not managed through fear, intimidation, or public degradation.
When teachers are silenced, demoralized, and emotionally drained, students ultimately suffer as well. Healthy schools require healthy leadership. Lancaster High School cannot thrive in an atmosphere where educators feel unsafe, unheard, or undervalued.
We are therefore demanding that Lancaster Independent School District:
•Launch an immediate independent review of Phillia Stewart’s conduct and leadership practices
•Collect statements from faculty and staff without fear of retaliation
•Implement safeguards to protect employees who come forward
•Take decisive corrective action to restore professionalism, trust, accountability, and psychological safety on campus
This petition is not about personal attacks. It is about protecting the integrity of our school culture, preserving teacher dignity, and ensuring that leadership within our schools reflects professionalism, respect, and emotional intelligence.
