The Issue

I don't want to live in a panopticon. The relentless gaze of surveillance cameras looms over our neighbourhoods, and that deeply concerns me. This omnipresent surveillance feels like the first step towards turning the United States into a surveillance state—a reality that I refuse to accept. We must act before San Francisco, a city known for its freedom and innovation, becomes a place where privacy is an afterthought, and every move we make is monitored.

Flock cameras, positioned across the streets of San Francisco, are designed to capture everything. They log your license plate, record your location, and keep a watchful eye on all activities. These cameras are not just limited to reducing crime; they ingrain a culture of perpetual surveillance into our lives. Do we want our streets, once filled with vibrancy and spontaneity, reduced to mere data points on a screen?

The chilling effect of constant surveillance cannot be underestimated. It alters our behavior and erodes the trust within our community. A study published by the ACLU highlights that such measures rarely make communities safer, instead creating a false sense of security while infringing upon our fundamental right to privacy.

Moreover, the information gathered by these cameras is susceptible to misuse. Once collected, this data can be accessed and analyzed by numerous entities—law enforcement, local governments, and even hacking groups—posing enormous risks to our personal and collective freedoms.

Our fight is not against technology itself, but rather against its intrusive and unwarranted use. Technology should empower us, not cage us. It's time we hold our governing bodies accountable to prioritize our privacy and civil liberties over mass surveillance tactics.

Thank you for raising your concerns about the use of Flock cameras in San Francisco. My office has heard about this issue, and several inquiries have already come in from community members. While the Board of Supervisors does not get involved in the contracting of these technologies, we can inquire about the privacy protections and safeguards associated with any cameras that the City funds or installs. Many of us on the Board share concerns about whether we may have inadvertently allowed technologies that raise privacy implications or exceed what was originally intended. We take these questions seriously, and I want to acknowledge that there are significant regulations in place governing surveillance, data use, and public safety technology in San Francisco. At this time, I do not have a public position on Flock cameras specifically, but I can confirm that the matter is under inquiry, and we are asking questions to better understand the systems currently in use and the protections that accompany them. — Myrna Melgar Supervisor, District 7 San Francisco Board of Supervisors
