

Relocation of the Hestia Operated Mental Health Facilities on Richmond Park Road
The Issue
We, the undersigned residents of Richmond Park Road and the surrounding neighbourhood, formally request urgent action regarding the Hestia‑operated supported accommodation located at 18–23 Richmond Park Road and 145 Richmond Park Road.
These properties, publicly presented as standard residential dwellings, are in practice functioning as mental health supported accommodation without adequate supervision, transparency, or operational safeguards. Their current operation is causing significant disruption, repeated public nuisance, and serious safeguarding concerns for both service users and the local community.

We are petitioning for one of the following outcomes:
1st Preference/Best Outcome: Relocation of the service to a properly supervised, appropriately zoned location, OR
2nd Least Preferred Outcome: Immediate mandatory remediation, including:
- On‑site staff presence during all operational hours
- Weekend and overnight supervision
- Installation of CCTV covering entrances and windows
- Clear signage identifying the nature of the facility
- A direct contact number for residents to report incidents
- A formal community liaison process
- Full review of risk assessments for all current service users
Why We Are Petitioning
1. Chronic Lack of Supervision
The service is unsupervised for 12–16 hours per day, including all evenings, nights, weekends, and public holidays. Most disruptive incidents occur precisely during these unsupervised periods.
2. Repeated Public Nuisance
Residents experience frequent and escalating incidents including:
- shouting and screaming late at night
- verbal abuse directed at passers‑by
- objects thrown from windows
- individuals hanging out of windows or sitting on ledges
- disturbances between 9pm and 5am, often multiple times per week
- disturbances between 5pm and 9am, Fri - Monday, over their so called closed weekend hours
These incidents are well‑documented, with video evidence available.
3. Safeguarding Failures
The behaviour observed strongly suggests that service users are not receiving adequate support, supervision, or intervention. This raises concerns for:
- their safety
- their wellbeing
- the suitability of their placement
- compliance with duty of care and risk‑assessment obligations
4. Lack of Transparency
The properties are:
- unmarked
- unidentified
- indistinguishable from standard HMOs
- inaccessible to residents attempting to report incidents
This prevents accountability and contradicts best practice for supported accommodation.
5. Unsuitable Location
Richmond Park Road is a quiet residential street with:
- families with babies and young children
- nurseries/day care and schools adjacent to Hestia Facilities
- elderly and retired residents living alone
- individuals working long hours in the NHS, Police...
- small home based businesses i.e. short stay lets
- no other comparable support facilities
The current operation is incompatible with the nature of the neighbourhood.
6. Deterioration of Community Wellbeing
Residents experience/report:
- fowl, abusive, obscene language
- lude acts
- patients roaming streets using violent and abusive behaviours, mainly towards themselves to attract attention
- threats of violence and self harm
- objects thrown at their houses
- becoming the subject of uninvited abuse
- reduced quality of life
- sleep disruption
- fear or discomfort walking past the properties
- negative impact on property values
- breakdown of community cohesion
What We Request
We request that the Royal Borough of Kingston upon Thames, Hestia Housing, and relevant oversight bodies take urgent action to:
Relocate the service to a more appropriate location.
At a bare minimum, Hestia/Kingston Integrated Health Service needs to implement immediate and enforceable operational changes to ensure safety, supervision, and accountability by/with the agreement of street residents.
We also request a formal response outlining the planned actions within 14 days of receipt of this petition, however their unaccountable and irresponsible CEO and Director of Services of Hestia has got their local service delivery manager to apologise on voicemail for what they think is a one incident, not a repeated local community problem they are responsible for and are causing.
