To: The Chief Minister of Uttar Pradesh, The Speaker UP VidhanSabha, and The Vice-chairman Lucknow Development Authority

We, the citizens of Lucknow, respectfully urge the Government of Uttar Pradesh to reconsider its plans regarding the new Vidhansabha building and to build it in the outskirts of the city — in a location that serves the people, not one that compounds their daily suffering.

The problem with the current location

The existing Vidhansabha sits in the heart of Lucknow. Every session day brings the city to a standstill. VIP convoys block arterial roads. School buses carrying small children are stuck for hours. Businesses lose working hours they cannot recover. Most critically, ambulances carrying patients in emergencies are caught in the same gridlock — a situation where administrative inconvenience becomes a life-or-death matter.

This is not a minor inconvenience. It is a recurring public health crisis, an economic burden, and an injustice to every ordinary resident of Lucknow who has no VIP escort to clear their path.

Moving to The Sahara Shahar Vipul khand land -  Its a big mistake

Before this in 2023, the plan was to destroy existing Lucknow Zoo Land and build Vidhansabha there.

We have learned that the government is now reportedly eyeing the recently released Sahara Shahar land for the new Vidhansabha. We strongly oppose this. Relocating the assembly to another central site does not solve the fundamental problem — it only shifts the traffic chaos to a different neighborhood while wasting a rare opportunity to serve the city's long-term needs.

Lucknow has a severe shortage of quality office and workspace for technology startups and companies. Prime, well-connected Sahara Shahar land in the city should be developed as a technology and innovation hub — creating jobs, attracting investment, and giving Lucknow based technology Companies and startups a subsidized office space for their operations.  Giving Lucknow's Enterpreneurs and young professionals a reason to build their careers here rather than migrating to other cities.

A Vidhan Sabha that belongs to the people
There is something more important than location: access. A legislative assembly should be a place where an ordinary citizen can come and be seen and heard by their elected representatives. When someone's grievance goes unaddressed, they must have the right to stand in front of the assembly — not be sent to a remote Dharna Sthal/Protest area with no lawmaker in sight.

We call for the new Vidhan Sabha to include a dedicated, open, publicly accessible area — a Jan Manch — where citizens can peacefully register their grievances in direct view of the legislators who are duty-bound to listen.

Build it in the outskirts — the conditions are right
Lucknow's outskirts offer ample land, space for dignified construction, and room to plan properly. Locations such as Gosaiganj, land near the District Jail, are well within reach of the city's expanding road network. Connectivity is no longer a barrier — and any minor infrastructure improvements that are needed can be planned and executed as part of the project itself.

We demand
1. That the new UP Vidhansabha be built in the outskirts of Lucknow — not on the Sahara Shahar land in Gomtinagar or any other central location.

2. That the Sahara Sahar land be developed as a technology and startup hub to address the city's critical shortage of professional workspaces.

3. That the new Vidhansabha include a permanent, open public space — a Jan Manch — where citizens can register their grievances in the direct view of the elected representatives.

4. That no zoo, heritage, or green space be disturbed or demolished for the purpose of legislative construction.

Lucknow deserves a Vidhansabha worthy of its people — one that reduces their burden, not adds to it. Please sign this petition and share it with every Lucknow resident who believes their city can be governed better.

हम, लखनऊ के नागरिक, विनम्रतापूर्वक उत्तर प्रदेश सरकार से आग्रह करते हैं कि नई विधानसभा भवन के संबंध में अपनी वर्तमान योजना पर पुनर्विचार करे तथा इसे नगर के बाहरी क्षेत्र में ऐसे स्थान पर निर्मित करे जो जनता के हित में हो, न कि उनके दैनिक कष्टों को और बढ़ाने वाला।

 
वर्तमान स्थान की समस्या
वर्तमान विधानसभा भवन लखनऊ नगर के मध्य स्थित है। प्रत्येक सत्र के दौरान पूरा शहर ठहर-सा जाता है। वीआईपी काफिलों के कारण मुख्य मार्ग अवरुद्ध कर दिए जाते हैं। छोटे-छोटे बच्चों को लेकर चलने वाली विद्यालय बसें घंटों जाम में फँसी रहती हैं। व्यापारिक प्रतिष्ठानों का कार्य प्रभावित होता है और उनका बहुमूल्य समय नष्ट होता है।

सबसे गंभीर स्थिति तब उत्पन्न होती है जब आपातकालीन स्थिति में रोगियों को ले जा रही एम्बुलेंस भी उसी जाम में फँस जाती हैं — जहाँ प्रशासनिक व्यवस्था की असुविधा जीवन और मृत्यु का प्रश्न बन जाती है।

यह केवल असुविधा नहीं है, बल्कि यह एक निरंतर जन-स्वास्थ्य संकट, आर्थिक बोझ, तथा आम नागरिक के साथ अन्याय है।

 
सहारा शहर भूमि पर स्थानान्तरण — एक गंभीर त्रुटि
पूर्व में वर्ष 2023 में लखनऊ प्राणी उद्यान की भूमि को समाप्त कर वहाँ विधानसभा बनाने की योजना भी सामने आई थी।

अब यह ज्ञात हुआ है कि सरकार सहारा शहर की भूमि पर नई विधानसभा स्थापित करने पर विचार कर रही है। हम इसका दृढ़ विरोध करते हैं। नगर के भीतर ही किसी अन्य स्थान पर विधानसभा स्थापित करना मूल समस्या का समाधान नहीं है, बल्कि केवल यातायात की समस्या को एक क्षेत्र से दूसरे क्षेत्र में स्थानान्तरित करना है।

लखनऊ में तकनीकी कंपनियों एवं नवप्रवर्तक उद्यमों के लिए उच्च गुणवत्ता वाले कार्यालय स्थानों की गंभीर कमी है। ऐसे में सहारा शहर जैसी महत्वपूर्ण और सुगम भूमि का उपयोग प्रौद्योगिकी एवं नवाचार केंद्र के रूप में किया जाना चाहिए, जिससे रोजगार सृजन हो, निवेश आकर्षित हो, तथा स्थानीय उद्यमियों एवं युवाओं को यहीं अपने भविष्य निर्माण का अवसर प्राप्त हो।

 
जनता की विधानसभा — सुलभ एवं उत्तरदायी
विधानसभा केवल एक भवन नहीं, बल्कि लोकतंत्र का केंद्र है। यह ऐसा स्थान होना चाहिए जहाँ आम नागरिक अपने निर्वाचित प्रतिनिधियों के समक्ष अपनी समस्याएँ प्रस्तुत कर सके।

यदि किसी नागरिक की समस्या का समाधान नहीं होता, तो उसे यह अधिकार होना चाहिए कि वह सीधे विधानसभा के चुने हुए प्रतिनिधियों के समक्ष अपनी बात रख सके — न कि उसे किसी दूरस्थ धरना स्थल पर भेज दिया जाए, जहाँ उसकी आवाज़ सुनने वाला कोई न हो।

अतः हम मांग करते हैं कि नई विधानसभा में एक स्थायी, खुला एवं सुलभ सार्वजनिक स्थल — “जन मंच” — स्थापित किया जाए, जहाँ नागरिक शांतिपूर्वक अपनी समस्याएँ सीधे जनप्रतिनिधियों के समक्ष रख सकें।

 
नगर के बाहरी क्षेत्र — उपयुक्त विकल्प
लखनऊ के बाहरी क्षेत्रों में पर्याप्त भूमि उपलब्ध है, जहाँ सुव्यवस्थित एवं गरिमापूर्ण निर्माण संभव है।
गोसाईगंज जिला कारागार के निकट के क्षेत्र जैसे स्थान उपयुक्त विकल्प हैं।

इन क्षेत्रों में सड़क संपर्क पहले से ही सुदृढ़ है, और यदि किसी प्रकार के छोटे सुधार की आवश्यकता हो, तो उन्हें इस परियोजना के साथ ही पूरा किया जा सकता है।

 
हमारी माँगें
1. नई उत्तर प्रदेश विधानसभा को लखनऊ नगर के बाहरी क्षेत्र में स्थापित किया जाए — न कि सहारा शहर, गोमतीनगर अथवा किसी अन्य केन्द्रीय क्षेत्र में।

2. सहारा शहर की भूमि का उपयोग प्रौद्योगिकी एवं स्टार्टअप केंद्र के रूप में किया जाए, जिससे शहर में व्यावसायिक अवसंरचना की कमी दूर हो सके।

3. नई विधानसभा में एक स्थायी, खुला सार्वजनिक स्थल — “जन मंच” — स्थापित किया जाए, जहाँ नागरिक अपनी समस्याएँ सीधे जनप्रतिनिधियों के समक्ष रख सकें।

4. किसी भी प्राणी उद्यान, धरोहर स्थल या हरित क्षेत्र को इस उद्देश्य से नष्ट या परिवर्तित न किया जाए।
 
लखनऊ ऐसे विधानसभा भवन का अधिकारी है जो उसके नागरिकों के हित में कार्य करे — न कि उनके कष्टों को बढ़ाए।
