Relocate Pennywell House Approved Premises Now

The Issue

As a Local Authority Governor for St Anne's primary school in Sunderland, I am deeply concerned for the safety and security of young children in the local area due to residents of Pennywell House. I am also concerned that in recent years other facilities have been developed in close proximity to Pennywell House, including Hylton Grange Care Home around the corner which houses adults with complex needs and 19 bungalows across the road which provide assisted living for over 55 year olds.

The Pennywell House Approved Premises is currently situated in a location that is no longer suitable for this type of facility. Its proximity to the primary school raises numerous concerns regarding the well-being of the children, the community's trust, and the social environment. 

Pennywell is a vibrant neighbourhood in Sunderland, with a strong sense of  community amongst its long term residents. However, the presence of the facility on Hylton Road has become increasingly problematic. According to recent studies, proximity to correctional facilities can lead to increased anxiety among residents, especially families with children. 

In December 2024, Sunderland City planning department rejected a proposal for a similar facility to Pennywell House, stating reasons including 'amenity of existing and future residents, creating social tensions which cannot be adequately mitigated' and 'introducing residential accommodation to house vulnerable adults into an area which is already a hotspot for crime and antisocial behaviour.' With the facilities immediately adjacent to Pennywell House and King George's playing fields approximately 100 metres away which have been designated by Northumbria Police as a crime hotspot, these very same conditions apply to this Approved Premises. 

The Ministry of Justice has the responsibility to ensure that such premises are located in areas that do not pose potential risks to the surrounding community members. This concern is not just about maintaining peace but protecting young children from unintended exposure to challenging environments. Statistics from similar urban settings indicate that relocating facilities like these to less densely populated areas can significantly enhance community safety.

We plead with the Minister of State for Prisons, Parole and Probation and the Lord Chancellor and Secretary of State for Justice to direct officials in the Ministry of Justice to coordinate promptly with the Stoney Lane probation service and Sunderland City Council. These parties must work together to identify suitable alternative sites for the Pennywell House Approved Premises, ensuring the new location is in alignment with community welfare standards.

Relocating the Pennywell House would reflect a commitment not only to justice but also to protecting our children, who deserve to learn and play in a safe environment, free from undue stress and worry over their safety.
