The Issue
Ligaya Jensen also known as Ligaya Ronduen is a 46 year old woman from the Philippines, who entered the U.S. on or about June 12, 1996. Ms. Ligaya is a daughter to two loving parents, a sibling to two Older sisters, and a younger brother. They all live in the U.S. including her parents. Some are U.S. citizens, and some are lawful permanent Residents. Ms Ligaya is a loving, caring mother to two beautiful children.
Ms. Ligaya has furthered her education, she completed two years of physical therapy college course in the Philippines. She married on August 31st, 1996, gave birth to two loving sons. On July 12, 1998, Ms Ligaya adjusted to legal permanent Resident, and since then remains in the U.S. a total of 27 years and counting. She has many ties to the community, she is an experience care giver. Ms. Ligaya acquired her certification, that is equivalent to an Associate's Degree in Nursing at (SDCC) San Diego Community college on the year of 2006. Ms Ligaya completed her entire curriculum for a bachelor's degree on Kinesiology (Exercise Science on Human Performance), she walked on stage for her graduation ceremony on June 15, 2012.
Thus Ms Ligaya has been detained at Adelanto Detention Center for a prolong period of 4 years and counting as you read this petition. She refuses to quit and continues to fight her immigration case. It is evident that the (BIA) Board of Immigration Appeals and the 9th Circuit court of appeals have previously granted Ms. Ligaya numerous grants of remands back to the (IJ) Immigration Judge for consideration on the application. Is evident that she is not a flight risk nor does she pose a danger to the security of the community. In addition Ms. Ligaya was victimized by Hank Andrusick who took advantage of her and skamed her, she was one of the many who were victimized. Ms Ligaya qualifies for relief under Fraihat vs. ICE due to her health, and mental health deteriorating for 2 1/2 years and getting worse by the day. She has developed serious medical conditions. And in fact was infected with COVID-19 at Adelanto Ice processing center.
