Last December, a Border Patrol agent fatally shot Isaias Sanchez Barbosa, a Mexican man in his early 30s, in Starr County, Texas, as he and a group of migrants tried to retreat back across the border to Mexico. The agent, later identified in court records as Armando Flores, said he fired in self-defense during a fight that broke out when officers tried to make an arrest.

Sanchez Barbosa had no criminal record, no family in the United States, and had never been in the country before. Policing experts, including a former U.S. Customs and Border Protection commissioner, have questioned why deadly force was used against people who were fleeing rather than posing any active threat.

A grand jury declined to indict Flores in June, and the district attorney says the criminal case is closed. But eight months later, Texas DPS and CBP's internal affairs office still haven't released the body camera footage, incident reports, or radio communications from that day.

That silence stands out. In a similar case months earlier, after a grand jury declined to indict the ICE officer who killed Ruben Ray Martinez, a U.S. citizen, in South Padre Island, investigators released body camera footage almost immediately. Sanchez Barbosa's family deserves the same basic transparency, not months of unexplained delay.

This case is part of a pattern. It's at least the third fatal shooting by immigration agents in Texas since the current administration began, and in several of these cases, body camera footage is missing entirely and the public is left with only the agency's own account.
