The fate of the female dog with her 9 puppies in the Public Animal Shelter Năvodari under unimaginable animal welfare-unfriendly conditions (crammed together in a very small space in a narrow corridor between outdoor kennels, cold, dirty, food only thanks to the support of animal-loving people on site, ...) shocks us deeply. The chance to survive under these cruel conditions is slim. We therefore demand the immediate release of these animals into the care of the animal protectors offered on the spot!

The female dog was caught highly pregnant by dog catchers and brought to this public "shelter" in Năvodari and had to give birth to her 9 puppies there on bare concrete or in a hard plastic tub (the animal rights activist was allowed to put at least a blanket in the tub for her after request and "generous" permission).

For weeks we have been fighting for the release of the bitch into a loving foster home under the care of our association. Unfortunately so far unsuccessfully. They refer to the Romanian legislation, according to which only castrated dogs are allowed to leave a public animal shelter for adoption - thus also this dog mother and her puppies. Meanwhile, the puppies are almost 4 weeks old, but far from being ready for neutering! This would mean that they would have to endure at least another 5 to 6 months in the shelter, assuming they survive. Allegedly, the DSV (Direcția Sanitar Veterinară = Veterinary Authority) would sanction the responsible veterinarian if he undercuts this requirement. 
Time is working against these animals! And those responsible are pushing (animal welfare?)laws that legitimize further animal welfare-unfriendly keeping under the most deplorable conditions? Even at the risk that the animals suffer terribly, fall ill and do not survive?

Romania is the country with the most street dogs in Europe. Since the enactment of the so-called "killing law" in 2014, a merciless and cruel hunt for the street dogs has broken out. The law states that all homeless dogs can be captured, taken to public shelters and "euthanized" if no one adopts them within 14 days. The incentive to capture and kill is forced by appropriate premium. In turn, the less invested in these poor innocent souls for food, vaccinations, medical care, etc., the greater the profit.    
Nearly all of these animal shelters are simply places of horror.... 
Romania's politicians have murdered or let die there tens of thousands of dogs in a bestial way, without the mass killings ever leading to a reduction of the street dog problem. The approach is simply wrong from an evolutionary-biological point of view alone! But that is not the content of this petition.

We ask you again urgently to hand over this dog family as soon as possible to the animal welfare activist on site.
