One year ago today, on August 8, 2025, Jason Corey Kilzer lost his life during an encounter with members of the U.S. Marshals Two Rivers Violent Fugitive Task Force in Reagan, Tennessee.

A year later, his family and the public are still asking to see the evidence documenting what happened.

According to the Tennessee Bureau of Investigation's preliminary account, task-force members were attempting to arrest Jason when he tried to leave in a vehicle. TBI says officers stopped the vehicle, Jason exited and “produced a firearm,” and a task-force member fired, killing him.

We are asking to see the footage that can show what actually occurred.

This petition is not asking anyone to decide in advance whether the shooting was justified or unjustified.

It is asking for transparency.

Body-worn cameras exist in part to create an objective record of critical encounters between law enforcement and the public. Few encounters require public confidence and accountability more than one in which a person loses his life.

Publicly available reporting and records obtained concerning the incident have raised questions about what body-camera footage exists and whether any available recording captured the shooting itself. This petition seeks an authoritative answer from the agencies that possess the records.

That makes transparency even more important.

If body-camera footage captured the moments before and during Jason's shooting, release all footage that can lawfully be released.

If no such footage exists, tell the public why.

We ask the responsible agencies to release all legally releasable body-worn camera and other law-enforcement video depicting the events immediately before, during, and after Jason's shooting.

If footage of the shooting itself does not exist or cannot be released, we ask the responsible agencies to provide a public accounting explaining, to the extent permitted by law:

• How many officers or task-force members present were equipped with body cameras;
• Which cameras were activated and when;
• Whether any recordings began only after the shooting;
• Whether any recording was lost, deleted, interrupted, corrupted, overwritten, or otherwise unavailable;
• What body-camera policies applied to the operation;
• Which agency currently possesses each relevant recording; and
• The specific legal basis for withholding any existing footage from the public.
  
  We also ask that all original recordings, metadata, activation records, upload records, audit logs, and retention information connected to this incident be preserved.

Jason was a human being.

His family deserves answers.

The officers involved deserve a process based on evidence rather than speculation.

And the public deserves confidence that when the government uses deadly force, the evidence surrounding that use of force will not remain unavailable to the public without a clear legal explanation.

Transparency is not anti-law-enforcement.

Asking to see the evidence is not the same as deciding what the evidence shows.

If the video supports the official account, let the video speak for itself.

If it raises additional questions, those questions deserve answers.

Today marks one full year since Jason Kilzer died. One year has passed. Jason’s family and the public deserve an answer.

We are asking the United States Marshals Service, Tennessee Bureau of Investigation, 26th Judicial District Attorney General's Office, Henderson County law enforcement, and every agency involved in the Two Rivers Violent Fugitive Task Force operation:

Release the footage.

Explain any footage that does not exist or cannot be released.

Preserve the evidence.

Let the facts speak for themselves.

Please sign and share this petition. Every signature sends a simple message: when a person loses his life during a law-enforcement encounter, transparency matters. Jason’s family should not have to ask these questions alone.
