“We captured, one time, an FBI undercover agent stealing magazines,” he said. “It turned out the guy had flipped his wig and they were looking for him.”
After Pinto died, different relatives continued to run the newsstand, which fed four families, Sapienza said.
“The straw that broke the camel’s back was when Frank Parrilli was killed in a robbery,” Sapienza said, referring to Pinto’s brother-in-law.
News accounts state that Parrilli, 63, was shot dead at the newsstand, apparently while putting away the day’s receipts after closing. He was found the next morning, on July 5, 1979. Police never caught the killer."

While I was not the direct victim of their heinous acts, the cover-up of their crimes has haunted me and many others who believe in the fundamental right to truth and accountability.

In the 1970s, interconnected child exploitation networks operated across the United States, spanning multiple jurisdictions and leaving behind a fragmented and incomplete public record.
At the center of one such network was John David Norman, who ran a nationwide mail‑based operation under names such as the Odyssey Foundation and the Delta Project. His system used coded correspondence and subscription‑style distribution to connect individuals across state lines.
In 1973, a Dallas police raid on Norman’s residence led to the seizure of extensive records, including large index‑card systems and contact lists, documenting a wide‑reaching, multi‑state network.
At the same time, Francis Duffield Shelden was linked to activity on North Fox Island in Lake Michigan. Investigations into Brother Paul’s Children’s Mission revealed that the organization functioned as a front connected to the transport and abuse of minors.
Michigan authorities, led by the Michigan State Police and local prosecutors, investigated the North Fox Island operation in 1976–1977, collecting witness testimony and physical evidence. Associates, including Gerald S. Richards, played key roles in the abuse and in subsequent investigations.
These operations were not isolated. Available records and emerging research suggest broader interstate activity linking:
Texas (origin and communications network)
Michigan (physical site of abuse and production)
Illinois, particularly the Chicago region (a significant site of activity and likely transit and distribution point)
Given its geographic position and infrastructure, Illinois appears to have been an important connection point for travel, mail distribution, and inter‑agency communication. Records related to these activities may exist within Illinois‑based agencies, including the Illinois State Police and local law enforcement departments.
The Problem
Decades later, the full scope of these networks remains unknown.
The Federal Bureau of Investigation has released only portions of the Shelden–North Fox Island files; thousands of pages remain heavily redacted or withheld.
State and local agencies retain additional investigative materials that have never been publicly disclosed.
Records seized during investigations, including mailing lists and contact systems, have never been fully released or accounted for.
As a result:
Many individuals identified in investigative materials were never publicly named or charged.
Survivors and their families have been left without full acknowledgment or answers.
The historical record remains incomplete.
We Demand
The full and prompt release of all records related to these investigations, including:
All files held by the Federal Bureau of Investigation, Michigan State Police, and any other federal or state agencies.
Any records held by the Illinois State Police or Illinois‑based law enforcement agencies connected to these investigations.
All investigative materials concerning:
John David Norman
Francis Duffield Shelden
Brother Paul’s Children’s Mission
North Fox Island and related operations
All available mailing lists, subscriber records, index systems, and contact materials seized during investigations
Redactions should be limited strictly to protecting the identities and privacy of victims. Excessive delays, prolonged processing times, and unnecessary withholding of historically significant records must end.
Why This Matters
This is not just about the past—it is about accountability, truth, and prevention.
Survivors of these networks are still alive, and so are their families. Many have never seen what was done to them formally acknowledged. Many have never had the chance to hold individuals or institutions accountable. The absence of transparency has allowed harm to echo across generations.
Full disclosure can:
Assist in resolving cold cases, including unsolved child exploitation cases in the Midwest.
Provide long‑overdue recognition and validation for survivors and their families.
Clarify how these networks and operations functioned across state lines.
Expose systemic failures that allowed these operations to continue.
Help ensure that similar systems cannot operate undetected again.
The historical record and emerging research point to multi‑state, interconnected exploitation networks operating across Texas, Illinois, and Michigan. Yet critical records remain withheld. Without transparency, there can be no accountability.
Call to Action
We urge the Director of the FBI, the Michigan Attorney General, the Illinois Attorney General, and the U.S. Department of Justice to prioritize the full release of these records.
No more delays.
No more fragmentation.
No more silence.
