The Issue

Petition to Stop the Proposed Affordable Housing Development at Northgate Mall and Pursue a Comprehensive Redevelopment Plan

We, the undersigned residents of Chattanooga and Hamilton County, respectfully urge our elected officials, planning commissioners, and local development leaders to reject the proposed affordable housing development at the Northgate Mall property.

Northgate Mall occupies one of the most strategically located commercial properties in our community. Rather than converting this valuable site into a large affordable housing development, we believe Chattanooga should pursue a comprehensive redevelopment strategy that maximizes the area’s long-term economic potential and transforms Northgate into a vibrant destination for generations to come.

We respectfully ask city and county leaders to:

  • Reject or postpone approval of the proposed affordable housing development at Northgate Mall.
  • Commission an independent redevelopment study to determine the highest and best long-term use of the property.
  • Develop a master plan that prioritizes investment in destination retail, restaurants, entertainment, offices, healthcare, hospitality, recreation, and other projects that create lasting jobs, attract private investment, and increase economic activity.
  • Conduct meaningful public engagement before approving any redevelopment that will permanently shape the future of this important corridor.

Community Concerns

In addition to the long-term economic potential of the Northgate property, many residents have expressed concerns regarding the proposed development’s potential impact on the surrounding community. We respectfully ask local leaders to fully evaluate:

  • Potential impacts on traffic congestion and roadway capacity.
  • Public safety and the ability of police, fire, and emergency services to meet increased demand.
  • The potential effect on surrounding neighborhoods and residential property values.
  • Infrastructure capacity, including roads, utilities, schools, and public services.
  • The long-term economic opportunity cost of dedicating one of Chattanooga’s premier redevelopment sites primarily to residential use instead of projects that could generate broader economic growth, jobs, and commercial investment.

These concerns deserve careful, transparent evaluation before any irreversible decisions are made. Residents expect development that strengthens Northgate, protects existing neighborhoods, enhances public safety, preserves property values, and creates lasting value for Chattanooga.

Northgate has the potential to become one of Chattanooga’s premier commercial and entertainment destinations once again. With thoughtful planning and the right investment, this property could attract businesses, restaurants, family attractions, office space, and other high-value developments that strengthen our local economy, increase tax revenue, create quality jobs, and improve the quality of life for residents throughout our community.

This petition is not a rejection of responsible growth or the need for housing in Chattanooga. Rather, it is a call for thoughtful leadership and long-term planning. We believe one of Chattanooga’s most valuable redevelopment sites should be developed in a way that maximizes its economic potential while protecting the surrounding community and preserving opportunities for future generations.
