Reject the Illegal Billboard Sham: Stand Up for Miami, Our Communities, and Public Spaces

The Issue

We, the undersigned residents of Miami call on the Miami City Commission to reject the proposed settlement with the Pérez Art Museum Miami (PAMM) that would retroactively legalize an illegal LED billboard erected on City-owned waterfront property.

This is not a compromise. It’s not a “win-win.” It’s a reward to the billboard companies for breaking the law—plain and simple.

PAMM and its corporate partner, Orange Barrel Media, knowingly bypassed the legal process, installing a massive, dual-sided LED billboard without the City’s required written consent. Now, they’re offering the City $500,000 a year to look the other way. We refuse to let our laws, our skyline, and our right to a livable city be sold off for a fraction of their value.

This deal isn’t just about one illegal billboard. It sets a dangerous precedent: that powerful institutions can break the law, ask forgiveness later, and buy their way out with enough money and lobbying. It tells every developer and corporate player in Miami that rules are optional if you’re connected and wealthy enough.

LED billboards like the one at PAMM pose serious quality-of-life, environmental, and safety issues. They disturb residential buildings with bright lights, clutter our waterfront, lower property values, distract drivers, and turn cherished public spaces into digital ad zones.

City officials have a choice: Stand with the residents—the people who actually live here—or with billboard lobbyists and cash offers that come at the cost of our community’s wellbeing and trust.

We demand the following:

  • Reject the proposed settlement that legalizes PAMM’s illegal billboard
  • Remove the sign and enforce the City’s existing lease and ordinances
  • Say no to billboard industry influence and uphold transparent, ethical governance

This is about more than just a sign. It’s about the future of public space in Miami—who controls it, who benefits, and whether laws still mean something.
