The Issue

NO TO MANDATORY PERMITS FOR BUSINESS ADS AND SALES PROMOTIONS
We, the undersigned Filipinos, small business owners, online sellers, freelancers, content creators, influencers, workers, and ordinary citizens who rely on honest livelihood, strongly and completely oppose the proposed DTI Department Administrative Order requiring mandatory permits before releasing covered advertisements and sales promotions.
Our position is clear:
HINDI. WALA. NEVER.
We do not support any policy that forces legitimate Filipinos to ask permission, wait, and pay before they can advertise, promote, or market their own products and services.
The draft DAO proposes that covered advertisements may require an Advertising Permit before being disseminated, with applications filed at least 30 working days before publication, on a per advertising material basis. It also includes internet, mobile, and digital advertisements, with fees that may range from ₱975 to ₱9,295, plus other possible charges.
This is not acceptable.
In today’s economy, many Filipinos survive through online selling, Facebook ads, TikTok content, reels, boosted posts, live selling, affiliate marketing, small discounts, promos, banners, videos, and digital marketing. Requiring permits before they can advertise is a direct burden on ordinary people trying to earn.
Consumer protection is important, but this is the wrong solution. The government should go after scammers, fake sellers, deceptive claims, and fraudulent advertisements — not punish everyone first with permits, waiting time, fees, and bureaucracy.
A policy like this will hurt the small and favor the big. Large corporations can afford lawyers, compliance teams, agencies, and repeated fees. Small sellers, freelancers, content creators, and MSMEs cannot.
Therefore, we demand:
Withdraw the proposed DAO completely.
Do not issue any similar mandatory permit system for ordinary business advertisements, online ads, digital promotions, or legitimate marketing materials.
Do not require small businesses, online sellers, creators, and ordinary Filipinos to pay and wait before they can promote their livelihood.
Use enforcement against actual violators, scammers, fake ads, and deceptive promotions instead of burdening everyone.
Protect consumers without killing the ability of Filipinos to earn.
Our position is final:
NO TO MANDATORY ADS PERMITS.
NO TO ADDED FEES.
NO TO 30-WORKING-DAY DELAYS.
NO TO BUREAUCRACY AGAINST SMALL BUSINESSES.
NEVER AGAIN SHOULD A SIMILAR POLICY BE PUSHED AGAINST ORDINARY FILIPINOS TRYING TO EARN.
We are not asking for small revisions.
We are not asking for a softer version.
We are calling for the complete withdrawal and rejection of this proposal.
