The Issue

To the Shorewood City Council and Planning Commission:

We, the undersigned residents, parents, and community members of Shorewood and surrounding areas, respectfully request the City Council to DENY the Interim Use Permit (IUP) for a retail cannabis dispensary at 19215 Highway 7.

While we recognize the legalization of adult-use cannabis in Minnesota, this specific site is functionally unviable for a high-volume retail business due to significant infrastructure and safety limitations:

Severe Parking Deficit: The property contains only 9 parking spaces. A retail operation of this nature will inevitably cause traffic overflow, illegal shoulder parking, and dangerous bottlenecks along Vine Hill Road.

Student & Public Safety Hazard: The location sits directly on a heavily traveled school transit corridor for over 3,000 Minnetonka High School students walking, biking, and driving daily, immediately adjacent to existing high-traffic commercial uses (Starbucks).

Improper Zoning Fit: High-volume commercial retail belongs in established major commercial hubs (such as Hwy 101 & Hwy 7) equipped with multi-lane infrastructure and adequate parking capacity.

We urge city leaders to uphold Shorewood City Code 12-2-5 (IUP Standards) and protect our neighborhood's safety, traffic flow, and residential character by denying this permit.
