Madison County is currently facing decisions that will have long-term and county-wide implications for land use, infrastructure capacity, environmental resources, and community character.

County officials and local municipalities are evaluating, or being encouraged to evaluate, proposals for data center development within Madison County. These projects are frequently presented as inevitable or necessary, with the assertion that if one community declines, another will accept the development regardless. This framing undermines comprehensive planning and ignores the county’s responsibility to evaluate cumulative and regional impacts.

Data center development is not a routine commercial use. These facilities function as continuous, industrial-scale infrastructure operations that place significant and sustained demands on electricity, water, transportation networks, and public services. Their impacts extend beyond municipal boundaries and must be evaluated at the county level.

County-Wide Planning and Land-Use Concerns
Allowing data center development anywhere within Madison County creates county-wide consequences, including:

  • Utility and Infrastructure Demand: Data centers require substantial and uninterrupted electrical and water capacity, often necessitating new substations, transmission infrastructure, water system upgrades, and long-term public utility commitments.
  • Agricultural Land Conversion: Madison County’s farmland is a finite and protected resource. Conversion to industrial use permanently alters land-use patterns and conflicts with long-term agricultural preservation goals.
  • Environmental and Quality-of-Life Impacts: Continuous mechanical cooling systems, backup generators, and heat discharge introduce persistent noise and environmental stressors for nearby residents and ecosystems.

Accepting such development based on competitive pressure between communities undermines coordinated planning and shifts long-term risk onto residents while providing limited and uncertain public benefit.

We respectfully urge the Madison County Board, county planning authorities, and local officials to:

  • Reject data center proposals within Madison County
  • Protect agricultural and open land from industrial conversion
  • Evaluate cumulative, county-wide impacts rather than isolated municipal decisions
  • Ensure transparency, public engagement, and consistency with comprehensive planning goals
  • Prioritize development that is compatible with existing communities, infrastructure capacity, and long-term sustainability

I know the County Board Chairman, Chris Slusser, has been public in his support of such facilities. However, at this point, the Madison County Board is not being asked to consider issuing permits for data centers in our county. We discussed this issue last Tuesday (2/3) in a Grants Committee meeting. Committee members raised constituents' fears and were advised: • The County has a FAQ page on data centers with objective information • Concerned citizens are encouraged to wait and see what is actually proposed • There will be plenty of opportunity for community engagement • NOTHING will be rushed through As this was a public meeting, the meeting was recorded and is available on the county website: https://www.madisoncountyil.gov/departments/county_clerk/county_board_records/grantscom.php If and when the Board is asked to consider issuing permits for the construction of data centers, rest assured I will keep consituents' concerns in mind.
