The Department of Sustainable Development (an oxymoron) and its Orifice of Planning and Zoning, approved the Rahn Bahia Mar Proposal and the 2600 car “subterranean garage”. Astonishgly, this approval was granted in spite of the admission by the staff and the Planning and Zoning Board that the “subterranean garage” WILL FLOOD. But the public should not fear. The public interest is being protected by the P&Z requirement that the applicant provide for flood gates, automatic flood controls and pumps powered by elevated generators. This should assure the public that the developer will keep Mother Nature at Bay. (Just like the City of Miami kept Biscayne Bay from inundating Brickell during Hurricane Irma!) However, the P&Z staff and Board Members need to correct their description. The garage is not “subterranean”. It will be a “submarine garage”. The ground level elevation of Bahia Mar is 5’-7’ above sea level and is surrounded by water having been built over the New River Sound and a shifting sand bar near the original inlet to the Atlantic. The garage will be a feat of engineering. And by the way...who pays the insurance for the 2600 cars that are still in the garage when the flood waters arrive? There is a reason why the property was named Bahia Mar (Bay Sea)!
