Reinstate Night Bus Service for West Silvertown by Rerouting the N551

The Issue

West Silvertown has been left with no night‑time public transport since the 474 bus was rerouted away from the area. This has created a serious safety, accessibility, and equality issue for thousands of residents and shift workers who rely on public transport after midnight.

The consultation that justified the 474 reroute is now outdated. It took place:

- Before the Royal Wharf development was completed or occupied, meaning thousands of current residents were not represented  

- Before Covid‑19, which significantly changed night‑time travel patterns  

- Based on the assumption that the DLR would run a night service, which never materialised  

As a result, West Silvertown — including Royal Wharf, Britannia Village, Pontoon Dock, and Thames Barrier Park — now has zero night bus coverage.

Residents are forced to walk 25–35 minutes to Canning Town along poorly lit industrial roads with no passive surveillance. The “alternative” route via Custom House requires walking through the deserted Excel Centre complex and crossing a footbridge with no lifts, making it unsafe and inaccessible for disabled residents, parents with prams, and travellers with luggage.

This situation disproportionately affects shift workers at London City Airport, hotels, hospitality venues, logistics hubs, and 24‑hour services — many of whom finish work between midnight and 5am and cannot afford taxis.

We call on TfL to urgently reroute the N551 to serve West Silvertown and London City Airport.

This simple, targeted change would:

- Restore essential night‑time connectivity  

- Improve safety for residents  

- Support shift workers and the night‑time economy  

- Reflect the actual population and travel patterns of the area today  

- Remove unnecessary duplication between Canning Town and Prince Regent  

West Silvertown deserves safe, reliable night‑time transport.
