We, the parents, students, and community members of Portsmouth Public Schools, are deeply concerned about the recent reassignment of Mr. Rashad Gibbs, a dedicated Health and Physical Education teacher who has served our school with professionalism, integrity, and care for the past three years.

This is the first year under the current administration, and Mr. Gibbs recently filed a formal HR complaint regarding a hostile work environment. Following that complaint, Mr. Gibbs was reassigned from his school, while the administrators named in the complaint remain in their positions.

This outcome raises serious concerns about fairness, transparency, and possible retaliation against an educator who acted in good faith by following district policy to report workplace concerns. Teachers should feel safe to speak up without fear of being removed from their classrooms.

Mr. Gibbs has had a positive and lasting impact on our students, promoting physical fitness, teamwork, and personal growth. His absence is felt deeply by students and families who value his commitment to their success and well-being.

We, the undersigned, respectfully request that Portsmouth Public Schools:

Conduct an independent review of the investigation and reassignment process.
Reinstate Mr. Gibbs to his position pending a fair and transparent resolution.
Ensure that no employee faces retaliation for filing a legitimate complaint or advocating for a healthy work environment.
Our community deserves transparency, fairness, and stability in our schools. We stand in support of Mr. Gibbs and all educators who strive to make Portsmouth Public Schools a safe and supportive place for students and staff alike.
