The Issue

In Cecil County, MD, the actions of Animal Services have gone unchecked. There have been numerous instances where this department has exceeded its authority, infringing upon the rights of private citizens. Their power, unchecked, has led to harassment, illegal property entries, and an overarching sense of unease among the community. While the welfare of animals is paramount, ensuring the rights and freedoms of citizens is equally critical.

Reinstating County Code Chapter 142 Article II will address these concerns by establishing the Animal Care and Control Advisory Board (ACCAB). This board is essential to provide oversight and ensure accountability. They would meet quarterly, offering a platform for thorough review of both state and local animal laws, and importantly, recommend changes in county regulations, fines, and fees. Their role would also involve reviewing the performance of animal care and control as per contractual obligations, ensuring that terms are respected and enforced.

Most significantly, the ACCAB will serve as an unbiased review board for cases stemming from public or interagency complaints. This impartial review process is crucial to protecting citizen rights, providing a necessary check on the power and actions of Animal Services. The establishment of this board is not merely procedural; it is a vital step towards transparent and accountable governance in Cecil County.

Reinstatement of Chapter 142 Article II is not just about redefining responsibilities and roles. It is about restoring trust, ensuring justice, and protecting the rights of Cecil County residents. We urge the county commissioners to act swiftly and restore the ACCAB for the benefit of all.

Please support this crucial change by signing the petition and advocating for a balanced approach toward animal welfare and citizen rights.

This matter has been brought to the attention of the County Council and the County Executive & his appropriate staff. There will be a briefing with the Council by the community service director regarding this matter at some point in the near future. I know the County Executive and his staff are working on addressing the complaints, speaking with community members and investigating the reports with the Sheriffs office and the community members involved. At this point I have no decision making power unless a Bill or Resolution comes before Council. Donna Culberson Cecil County Council District 4
