Regulate the Tattoo and Piercing Industry in Ireland

The Issue

🛑 The Problem

Ireland currently has no national legislation specifically regulating tattooing or body piercing. As a result, there is no legal obligation to follow hygiene protocols, no required training for practitioners, and no age limits for clients receiving permanent or invasive body modifications.
This legislative gap has become increasingly dangerous in the face of a rapid, unchecked explosion of tattoo artists and studios across the country. The industry is saturated with a mix of professionals and untrained individuals, many of whom are operating without the minimum standards of health, safety, or product awareness.
This is not only a public health concern, but also an economic and ethical crisis for trained, experienced artists who are being undercut by amateur and unsafe practices.

 

⚠️ Why This Matters

✴️ Public Health at Risk

- Clients are exposed to bloodborne pathogens like Hepatitis B, Hepatitis C, and HIV when infection control is not enforced.

- There are no national guidelines for sterilisation, waste disposal, or aftercare, resulting in frequent infections, allergic reactions, or permanent damage.

- Ireland has no minimum legal age for tattoos or piercings — putting vulnerable young people at risk.

✴️ Unsafe Products in Use

- Tattoo inks may contain carcinogenic chemicals, heavy metals, and banned substances.

- Many studios use products that are unlabelled, unregulated, or imported without safety data.

- EU REACH regulations are in effect, but compliance is neither monitored nor enforced in Ireland.

✴️ Artists’ Safety Ignored

- Artists often work in conditions without proper ventilation, ergonomic protection, or PPE.

- There is no requirement for health and safety training, first aid, or ongoing professional development.

- Qualified artists with high standards are being undercut by unlicensed operators who cut corners and charge less — at the expense of client safety.

✅ We Call On the Government to:

• • Establish national health and hygiene regulations for all tattoo and piercing practices, including:
- Sterilisation procedures
- Use of single-use or medically graded equipment
- Proper waste disposal
• • Introduce a national licensing system for tattooists and piercers, with mandatory inspections by local authorities or the HSE.
• • Require formal training and certification in:
- Bloodborne pathogen handling
- First aid
- Infection prevention and control
- Skin anatomy and tattoo application
• • Set legal minimum age limits:
- 18+ for tattoos
- 16+ for body piercings (with parental/guardian consent)
• • Enforce the use of certified, safe products, including tattoo inks, needles, and body jewellery, in line with EU REACH standards.
• • Regular Blood testing and certification for artists who are at high risk of exposure to blood borne pathogens and diseases and who could potentially put clients at risk. 
• • Educate consumers through public health campaigns about choosing reputable artists and understanding the risks.

- An end to dangerous, unregulated tattooing by self-proclaimed artists operating without any knowledge of hygiene or health risks.
