Regulate learner transport in South Africa

Alarmingly, many learners are being transported in vehicles that are unsafe, driven by individuals lacking proper qualifications and lack of community awareness. The tragic consequence of this negligence is a growing number of preventable road accidents that claim young lives. 

The current situation demands urgent action from the South African Government and the Department of Basic Education. We are calling for the implementation of stringent regulations that ensure all vehicles used for learner transport meet safety standards. Furthermore, it is imperative that all drivers undergo thorough assessments and obtain relevant qualifications that certify their competence.

Statistics from the Road Traffic Management Corporation reveal that road accidents are one of the leading causes of death amongst children in South Africa. According to a 2022 report by Statistics South Africa, approximately 20% of child fatalities are due to road incidents, many involving learner transport. This is a harrowing reality that can be changed with proper measures.

We propose that all learner transport vehicles be mandatorily fitted with safety equipment, undergo regular safety inspections, and be visibly marked to designate them as learner transport. Additionally, an effective monitoring system should be established to track compliance with these regulations. These precautions could significantly reduce the number of accidents and safeguard the lives of our future generations.
