The Issue

We proudly join the growing coalition of citizens across the country who are standing up to the intrusion of cell phone towers into residential areas.

We urge you to please support the residents and club members of Scioto Reserve to prevent the placement of a 190' cell tower alongside our neighborhood and golf course.

We, the undersigned, are writing to urge you and the members of your organization to reconsider the placement of an unmanned wireless communications facility (including a 190' tower, fenced in compound and back up generator) on the Scioto Reserve golf course property located directly next to the tee box on Hole #3 (7743 Riverside Dr.  Powell, OH 43065)

The residents and members of Scioto Reserve have always valued the positive and productive relationship between the community and the Scioto Reserve Country Club.  The Scioto Reserve Country Club has always been a good neighbor and contributor to the community and the community has been the membership base of the Scioto Reserve Country Club.  We believe the mutually beneficial relationship we have enjoyed will be jeopardized by the installation of the cell tower.

As we have shared publicly at the Concord Township Trustees meeting, through feedback to the Home Owner's Association and also in direct conversation with the Scioto Reserve Country Club Management team, our concerns regarding the cell tower are based primarily on the unknown long term health effects as well as the known negative impact on property values and aesthetics.  Likewise, the lack of notification to surrounding homeowners regarding this project is cause for major concern.  

Health Hazards, Especially for Children:

The health effects of such towers to residents who live in close proximity are at best unknown and at worst potentially devastating. Scioto Reserve is the home to many, including families with children.  According to a 2007 study of the neurobehavioral effects among inhabitants around mobile phone base stations, "the prevalence of neuropsychiatric complaints as headache (23.5%), memory changes (28.2%), dizziness (18.8%), tremors (9.4%), depressive symptoms (21.7%), and sleep disturbance (23.5%) were significantly higher among exposed inhabitants than controls." [Source link]

Concerns about the potential vulnerability of children to radio frequency (RF) fields have been raised because of the potentially greater susceptibility of their developing nervous systems; in addition, their brain tissue is more conductive, RF penetration is greater relative to head size, and they will have a longer lifetime of exposure than adults.”  Given the unknown health effects on children who reside near cell towers, we simply cannot afford for our children to be the “lab rats” who discover in 20 years that their daily exposure to cell tower emissions has resulted in an incurable illness. Negative Impact on Property Values and Aesthetics:

As for the impact of the cell tower on property values, studies have proven that such towers do negatively affect property values. The Impact of Cell Phone Towers on House Prices in Residential Neighborhoods, was published in The Appraisal Journal of the Appraisal Institute in 2006. The Appraisal Institute is the largest global professional organization for appraisers with 91 chapters. The study indicated that homebuyers would pay from 10%–19% less to over 20% less for a property if it were in close proximity to a cell phone base station. The ‘opinion’ survey results were then confirmed by a market sales analysis. The results of the sales analysis showed prices of properties were reduced by around 21% after a cell phone base station was built in the neighborhood.”

The National Institute for Science, Law and Public Policy’s survey “Neighborhood Cell Towers & Antennas—Do They Impact a Property’s Desirability?” was completed by 1,000 respondents as of June 28, 2014.  The overwhelming majority of respondents (94%) reported that cell towers and antennas in a neighborhood or on a building would impact interest in a property and the price they would be willing to pay for it. And 79% said under no circumstances would they ever purchase or rent a property within a few blocks of a cell tower or antenna. [Source Link]

There are many other studies that find that the installation of cell towers in residential communities has a negative effect on property values. Manicured green spaces and meticulous golf course maintenance add value and aesthetic appeal to our resident community and buyers expect to pay a premium for golf course living. We strongly believe that a cell tower located within 200 feet of houses and rising 190' will not only adversely impact property values but will forever alter and dominate our neighborhood and community landscape.   

Conclusion
We strongly feel that Verizon and other telecommunications companies should be required to find more appropriate locations and exhaust all alternative scenarios. The desires of the community it will affect should also be taken into consideration.

We also appreciate the Scioto Reserve Country Club’ s willingness to hear from concerned citizens and engage us in a conversation on this critical issue. However, we believe that whatever short term financial benefit is gained by the Scioto Reserve Country Club by installing the cell tower will be more than offset by negative long term financial loss to the club from the negative publicity and fracturing of the community that may occur if the tower project is carried through.
