Reforms in the UGC NET Examination

The Issue

In every UGC-NET examination cycle, candidates frequently 
encounter various issues and problems from the commencement of the exam to the announcement of results. Which are as follows: -
Concerns of UGC NET Aspirants
1. Multi-Shift Examination- The exam for many subjects in conducted in more than one shifts. The NTA, while drafting the question paper, makes a huge difference in the level of papers of both the shifts. There is always an easier shift and a harder shift in such cases. After that, normalization is also done irrationally.
2. Translation Issue- NTA has been openly discriminating against the Hindi medium students by making significant translation errors in the question paper. Many times, the whole essence of the question changes in the translation i.e., the English medium question and the Hindi medium question have differences and sometimes to an extent that the whole meaning changes in the translation. Problem lies here in the NTA’s approach in considering its errors. NTA only considers the English medium version as official, which is a direct injustice to the non-English medium students.
3. Reappearing JRF/NET Qualified Students- A very significant number of students reappear for the exam even after qualifying JRF. Similarly, the students which have qualified NET appear in the exam repeatedly that too when it is UGC’s regulation that the NET has lifetime validity. This repetition of candidates shoots up the cutoff and prevents many new research aspirants from entering and strengthening the research ecosystem.
4. Not Releasing the List of Candidates who passed in JRF Category- NTA does not release any list of candidates who passed in JRF category. Which increases the distrust of candidates towards NTA
5. Provisional Answer Key- NTA makes large number of (un)intentional errors in the provisional answer key. This leads to multiple challenges by the students and a huge monetary collection for the NTA. A candidate has to spend as much as ₹200 to challenge a question, which was an error from NTA’s end. If the challenge is accepted by NTA, the candidate is not refunded the money spent on the challenge.
6. Delayed Result- UGC NET examination is conducted in CBT mode which is more efficient as compared to offline mode. The NTA still takes more than a month in the processing and declaration of the results. Students suffer the most due to this delay, applications of various universities and even job openings in various states/universities are closed by the time the result is declared.


Therefore, UGC-NET candidates request you to consider their 
following demands and implement these demands from the December 2024 examination: -
Proposed Resolutions/Demands of the Students
1. One Subject One Shift- The examination of each subject shall be conducted in single shift only. This will prevent the difference in question papers of individual shifts and ensure uniformity.
2. Uniformity in languages- All the languages should be given equal importance while framing the question paper. The translation errors should be considered by the NTA and necessary reforms be brought. Discrimination against the Hindi medium students by considering only the English version should be stopped. NTA should drop the phrase, “In case of discrepancy in translation, English version shall prevail” from its guidelines. This open discrimination against Hindi medium students should stop and translation errors should be considered for what they are.
3. Preventing Repetition- The NTA should devise a mechanism where the JRF candidates should not be allowed to reappear for the exam until the validity of JRF is about to expire within a year from the exam cycle. Already NET qualified students should only be considered for JRF application, since the NET has lifetime validity. In case the JRF/NET qualified student wants to reappear for the exam for the PhD score, their application should be considered for PhD score only. This will prevent overlapping of the candidates and allow new research aspirants to enter in the higher education.
4. Refund for Accepted Challenges- If the challenges to the provisional answer key are accepted by NTA, the fee taken from students for the challenge shall be duly refunded. This mechanism of challenging question in the provisional answer key should not be treated as another way to extort money from the students. Students should not be made to pay for the errors made by the NTA.
5. Transparency in Result- The NTA should bring transparency in the result declaration of JRF holders. The list of all JRF candidates should be published along with their names, subject, marks, category, application number and examination center. This will bring transparency in the process and build trust for the agency in the candidates.
6. JRF and NET Seat Percentage - NTA decides the JRF and NET seat percentage arbitrarily every time. NTA should not reduce JRF seats by less than 1% and NET seats by 6% under any circumstances.
7. Timely declaration of Results- The results for the UGC NET examination should be declared with in 3 weeks from the date of the conduct of the last examination. This will ensure effectiveness of the examination. Students will benefit the most from this, as the delayed result leads to mental anxiety and pressure. Timely conduct of examination and the declaration of result will ensure continuity in the academic calendar of the students.
