Reforming Sex Offender Registration Laws for a More Effective System

The Issue

 

 
I, who have never sexually abused an adult or child (and never will,)
 have been called by the police a sex offender despite never having committed such a heinous act am writing this petition to address the concerns surrounding the  current sex offender registration system, i believe it has become an inefficient and costly endeavour. The inefficiency mainly coming from using the same term for all
 different sexual crimes involved, (which has diluted its effectiveness).
The current sex offender registry fails to differentiate between ages, sexes, and those individuals  who have committed violent sexual crimes against adults and minors. and also children are on the registration list, and  those who have engaged in non violent  sexual crimes, or consensual activities which do not pose any danger to our society. so instead of doing some research on facts to cases. to find out witch person is a danger to society. the law just says all  people who break the sex laws are guilty enough to be  on the sex offenders registration list, even if they are/are  not going to be a danger to society, (wither they have pinched someone's bottom, or abused a child, or even if they have/have not shown shown that they will repeat what they have done,) really all the law makers are doing here is hiding (either lazily or ,incapably) behind giving the same shames and embarrassments to all the people who have broken the sex laws no matter witch particular law it is {the longer it is for the better}.  which is easier to give to the criminals  instead of spending time and thought making sensible laws that would protect the public against all physically dangerous sex crimes. because its easier (for lazy or incapable people) to give shames to people than it is to make sensible laws that give safety to the public. So in other words at the moment we are  following shames (not laws) which are just made to hide all sex crimes, (for as long as pos) made by people, who couldnt {or couldnt be bothered to} find a safer way of protecting society.against physically serious sex crimes. 

When someone is placed on the registry list: the sensible reasons for registration would be  :

 

  1) because that person is a  danger to society

 

2)because they have shown they will repeat what they have done

 

labelling a first time, non child touching offender, a sex offender, once he has finished his punishment (probation or suspension time) is just extending his punishment and  just taking away the second chance of freedom with life the person has. Because he has as much right to lifes freedom now he has done his punishment as the next person. he should have no problems travelling like anybody else, he should be able to use computers like anybody else, he should be able to get a  job like anybody else, a first time non touching sex offender may have commited there offence perhaps by accident, - while inocently dating an underage child or for perhaps being drunk and pinching someones bottom. taking this freedom from first time non touching first time offenders who have now served there punishment and will probably be no longer a danger to society on a permanent basis, is done by a person who has not thought to sensibly about what they were doing because once someone has this"label" written on them  most of the world looks down on them. now (where are they going to find there friends now) The only people who dont look down on them are the other people who also hold this label.(these are the only people they will make friends with now) So in fact you are punishing people and sorting out there problems (with rehabilitation) wich is a good idea but because you are giving them this label that will turn non offending friends away from them you are just leading them back into temptation again by calling a first time non touching offender, a sex offender, so he only has access to offenders as his friends. -- life is supposed to be about progress.                                                                                                                                                                 Ex murderers, and thieves that have shot and killed others (bank robbers etc) are allowed in and out of the country without any problems. but people that are no physical danger to others (people who have taken part in indecent exposure, those who have just looked at indecent pictures, or just accidentally dated an underaged girl because he/she is now called a "sex offender"  have problems - is this justice??? The present law says so

To be called a sex offender is to be labelled with a name of shame, this is because the name was first given to offenders that caused child abuse, or violent sex, but this was before the system reached its "umbrella state" that its in today where if your involved in any crime that's to do with sex you become a sex offender. However with research it has been found that only about 30% of all sex offenders have anything to do with violent sex or child abuse the other 70% have done things like underage dating (teenage girls lying to guys about there age), indecent exposure, deliberately LOOKING (but no more) at indecent pics. or in some cases accidentally looking at indecent pics (catching the wrong buttons on computers etc) but because there crime is of the same name, (for an entirely different crime) they are treated in the same manner (sometimes violently) especially by the media even though they have never done such a heinous thing as a sex offence. so 70% of "sex offenders" at present have the wrong offence name, there are approximately 100,000 sex offenders in the UK at present and if there were 70% less offenders called, something other than sex offenders (but no fewer people) it would make the media easier for the non - dangerous sex offenders t to deal with, and the present job no harder for the police. so to make the laws easier for a lot of people to deal with (but no less operative) all you have to do is stop calling sex offenders that dont show they will repeat what they have done and those that arent a danger to society, sex offenders, and then perhaps the media will realize there arent as many rapists and child abusers as they think, if however you do think there should be a sex offenders law my personal opinion is that 10 years is to long for a non-touching first offence which should be 5 years after wich the past offender (thanks to the police and press)  has to   change his name, and move house to  start a new life, (personally i think there should be a law against journalists going to court as this is an interference on someones future private life) if one is not a danger to our society or one who does not show that they are likely to repeat the act labelling him/her a sex offender
 may not seem to bad for people. but the term gives restrictions to normal life altering what these people can do with their lives in the future, stops them using computers normally, it  holds  them back from travelling  to various places, and stops them meeting various people. some people
 may not think its forever, (because as we said not every sex offender is a danger to society, or shows that he will repeat the problem, but they are treated as such) and once you've lost respect from various people you cant
 claim it all back, even when your times finished as an offender, just like any of your personal house privacy, and any job you tried to get that was difficult to get, when you were on the offenders list, may be just as difficult to get at the same place when youve finished as an offender, now  people know you were on that list.
 you've lost your friends and there respect, and that doesn't just come back when your time as a falsely accused, or non - society endangering sex offender (eg, football streaker) is finished, so why should you be on a list to drive all your friends away, (one to stop yourself using a computer normally, and also travelling to some places.)  when you have committed  a "non society endangering crime" as a "football streaker" there is in fact no reason for you to be on this list anyway. as a "football streaker" is not a danger to society. 

To ensure a fair and effective sex offender registration system, we propose implementing reforms based on evidence based practices and expert recommendations. These reforms should include:
    
 1) name differentiation to classify offenders based on risk assessment tools that considers factors 
    such as severity of offense, chances of reoffending, and potential harm coming to
   others, Which then apply to the length of time the person is to be included on the list.

 2) Tiered system establishing tiered levels within the registry based on individual risk
     assessments so that resources can be allocated to monitoring high risk offenders

 3) Rehabilitation programs prioritize funding for comprehensive rehabilitation programs aimed at reducing recedes rates amongst offenders while promoting community safety

 4) Public Education: develop educational campaigns focused on  raising awareness about sexual offences then people will start to realize that only 30% of people registered as sex offenders are child abusers or involved in violent sex abuse. so everybody who is called a sex offender is not a child abuser/rapist although they are treated unfairly as such at present. by the media, both in and out of prison. i urge you as representatives of your community to consider these proposed reforms and take action towards a fairer and more efficient sex offender system.
