Reform the 10-Day Bite Quarantine Law for Dogs Nationwide

The Issue

Our current treatment of dogs post-bite incidents has shown an alarming trend towards drastic and often unnecessary measures. Dogs nationwide are subjected to an immediate 10-day quarantine.

While aimed at preventing the spread of rabies, it most often targets dogs that pose no health risk. Not all dogs that bite do so out of rabid aggression. Many factors--like fear, discomfort, or even playful behavior--can contribute to such incidents.

Additionally, the Centers for Disease Control and Prevention (CDC) states that in the United States, dog-rabies nearly no longer exists, further raising a question mark on the mandate. Many times, the quarantine leads to the unnecessary killing of friendly, non-aggressive dogs. This treatment can be considered cruel and inhumane as it inflicts emotional distress and isolation upon the animal. 

To understand the issue better, consider this: the U.S. dog population was estimated at approximately 76.8 million with an estimated 4.5 million people suffering from dog bites each year. However, only about 12 cases of dog-contracted rabies are reported annually. This discrepancy shows that the fear of rabies from domestic dogs is largely misplaced (Data Source: National Canine Research Council).

To make matters worse, many friendly, non-aggressive dogs are immediately euthanized after undergoing this ordeal. More than 359,000 dogs were euthanized at shelters in 2023. This petition is a plea for a more nuanced and empathetic handling of these incidents. We propose altering the legislation to include provisions for testing the dog for rabies, and depending on the scenario, shortening the quarantine period. Additionally, friendly dogs with no previous signs of aggression should, where relevant, be redirected towards retraining instead of euthanization. The American Pet Products Association found that pet dogs are present in 63.4 million U.S households. Let’s show greater compassion and understanding towards these creatures who form a significant part of many households.

We, therefore, urge the authorities to reform the 10-day quarantine mandate to acknowledge conditions and situations where such extreme isolation and potential euthanization are unnecessary, unjustified, and unduly harsh. By doing this, we can promote both public safety and animal welfare without the two being mutually exclusive.
