Reform Maternity Benefit in Ireland

The Issue

There is deep concern about the financial reality facing new mothers in Ireland who must rely solely on the state maternity benefit.

As of 2025, the standard state maternity benefit is a flat rate of just €289 per week. This amount does not reflect a mother’s previous earnings and leaves many women facing a severe loss of income during a crucial period of recovery and adjustment. By comparison, the Jobseeker’s Pay Related Benefit for those with over five years of PRSI contributions provides up to 60 percent of previous earnings for the first 13 weeks, with a maximum of €450 per week, tapering gradually thereafter. This means a woman who loses her job before giving birth could receive more financial support than a mother taking maternity leave.

This situation is not simply a matter of poor policy design. It represents gender based inequality embedded within the social protection system. It sends the message that the essential work of bringing new life into the world is valued less than other circumstances that keep people out of work. It also creates a perverse incentive where leaving employment may be financially better than taking maternity leave.

The financial strain is further compounded by the long term impact on pension contributions which are reduced during periods on the lower maternity benefit. This disadvantage follows women throughout their working lives and into retirement.

It is urged that this issue be raised in the Dáil and that advocacy for a maternity benefit at least in line with the Jobseeker’s Pay Related Benefit in terms of percentage of earnings be prioritized. New mothers should not be expected to live on a flat payment that bears no relation to previous contributions and earnings. This reform would be an investment in the wellbeing of children and families and in gender equality in the workplace.
