Reform Laws in Kentucky - Support Autism Youth

The Issue

Across the country, autistic minors and young adults are being prosecuted under laws that fail to account for how developmental disabilities affect communication, boundaries, and judgment. These practices often violate the spirit of the Americans with Disabilities Act (ADA) by failing to provide reasonable accommodations and by treating vulnerable youth as predators rather than individuals with disabilities.

This petition was inspired by a personal experience involving an autistic teenager who was placed on the sex offender registry for life after online interactions that were misunderstood and mishandled. Despite clear evidence of developmental disability, age, and a history of vulnerability, the justice system offered no meaningful consideration. Instead, it imposed a lifetime of stigma, surveillance, and punishment.

Under current laws, autism does not matter. Age does not matter. Context does not matter. The result is a system that prioritizes easy convictions over understanding—especially when digital evidence is involved.

Young people with disabilities need education, guidance, and compassion—not a lifetime of shame.

We are calling on Governor Andy Beshear and Kentucky lawmakers to take action:

  • Reform sentencing and plea guidelines for minors in sex offense cases, especially those with developmental disabilities.
  • Require mandatory autism and disability training for prosecutors, judges, and public defenders.
  • Establish humane, consistent standards that consider both age and neurological conditions before placing anyone on a lifetime registry—and ensure full compliance with ADA protections.

This is not just about one case—it’s about a broken system.
