Reform Lake County Animal Control to Align with IL Law 510 ILCS/5

The Issue

I am deeply involved in this issue as I have seen first-hand how Trap-Neuter-Return (TNR) helps control the feral cat population, limits the spread of rabies and distemper, and saves taxpayer money. However, there are obstacles. The current Lake County "owner" ordinance and "running at large" rulings, unfortunately, do not comply with Illinois law 510 ILCS/5. 
This discrepancy has adverse effects on the local fauna, public health, and even the county's expenditure. According to the American Society for the Prevention of Cruelty to Animals, TNR reduces feral cat populations more effectively than lethal methods. Also, studies published by the American Veterinary Medical Association indicate that TNR can curtail the spread of feline diseases like rabies and distemper, protecting not just cats but also humans and other animals. Moreover, tax savings attributable to TNR are substantial, since the average cost of TNR is much less than the costs associated with euthanizing a cat.

Therefore, aligning local regulations with the state law presents a win-win solution for authorities and community members alike. We urge Lake County to reform their Animal Control ordinances to adhere to the Illinois State statute 510 ILCS/5.
