The Issue
In Armstrong County, PA, the Child Youth Services (CYS) is deeply intertwined in my personal life. As a parent of two, I strive to adhere to all the necessary regulations and fulfill my responsibilities. Yet, despite my efforts, CYS is attempting to terminate my parental rights. This experience is not unique; it reflects a troubling pattern within the agency.
CYS is meant to assist and support families and children, focusing on those genuinely in need of help. However, many families, including mine, find ourselves unjustly targeted. Florida Statutes Title V, Chapter 39 outlines that child protection services' primary goal should be the care and assistance of families, yet these principles seem to be ignored in practice at our local CYS. Numerous regulations and guidelines are being bypassed, causing unnecessary trauma to children and families who shouldn't even have cases opened against them.
It appears that Armstrong County CYS has strayed from its mission, and instead, functions in a way that has been detrimental to the community's family structure. The agency has been accused of engaging in actions that resemble legalized human trafficking, as they open cases without just cause, consequently tearing families apart. This malpractice not only abuses the rights of parents and children but also perpetuates unnecessary emotional distress among vulnerable parties.
The current practices seem motivated by monetary gain rather than children's welfare. According to the U.S. Department of Health & Human Services, agencies receive funding based on the number of cases they manage, which could incentivize unethical behavior. We must examine and address these claims through proper investigations into the allegations of corruption and malpractice within the agency.
Concrete and immediate action is necessary. We call on Pennsylvania State officials to launch a thorough investigation into Armstrong County CYS. Every caseworker should undergo review to ensure compliance with federal and state regulations. Moreover, there needs to be more transparency and accountability within the agency to prevent future abuse of power.
Our children are not pawns to be used in CYS’s games. It's time to come together and demand a reform of the systems designed to protect our future generations.
