Petition to hold a Special Meeting for owners to vote on Special Assessment.

The Issue

On March 26, 2020 the Reflections Condominium Homeowners Board approved a Special Assessment to fix the almost 20-year-old roofs on the properties. Rather than just replace the shingles which would cost ~$1 million dollars the board wants to "replace roof and gutter systems, ensure proper venting and insulation, include ice and water shield (not part of the original construction) and ensure proper eaves/porches. The total cost of this project is $4.3 million dollars or almost 4 times the annual budget for 2020 of $872,145. 

As the Reflections Condominium Association only has $1.3 million dollars in reserves it means each unit owner is going to be responsible to cover the remaining $3 million dollar balance. As there are 303 properties this works out to just short of $10,000 on average per owner (Ranges are $7,806-$11,461 depending on your unit type). If this amount is not paid, a lien will be placed upon the owner’s home. Several owners at the last meeting asked that this process be postponed till after the COVID-19 pandemic subsides which was denied by the board.

During the process the board gathered nine bids on the project and narrowed the field down to four contractors. It was noted that all four have A+ ratings by the BBB. Of the four the board chose the most expensive one which is adding an additional $430,329 or $1,420 per owner. The contractors names were not disclosed at the meeting. 

I petition that the Special Meeting be called by the Reflections Condominium Association that would enable the homeowners to vote on this issue versus just the board.
