The Issue

East Hills Mall has been vacant and underused for years while our community faces growing needs for quality elder care, local job training, and safe family spaces. We, the undersigned, ask the Owner of East Hills Mall to partner with Youth Alliance to transform the property into an Intergenerational Care & Training Center.

Proposal-Convert vacant retail space into a licensed nursing facility combined with a vocational training center where Youth Alliance trainees will earn CNA and construction certifications while participating in the renovation and ongoing operations. Include an intergenerational community hub with a retro arcade and family visiting spaces to encourage regular family engagement between youth and seniors. Provide on-site childcare so working trainees and staff can attend class and shifts without losing wages or opportunities.

Community benefits: Create paid training and employment pathways for local youth (construction, caregiving, facility operations). Expand affordable long‑term care capacity that can bill Medicaid and other insurers to help sustain operations. Reuse a blighted property, repave and repair the parking area, and increase neighborhood safety and foot traffic.

Closing: This project will create meaningful jobs, train local youth in high‑demand skills, and provide dignified care for our elders while restoring an important community asset. We urge the Owner of East Hills Mall to meet with Youth Alliance and explore this transformative opportunity.
