Redesign Connecticut's Flag

Redesign Connecticut's Flag
The Issue
It's no secret. Connecticut's flag sucks.
The lazy design of a complicated seal over a boring blue background leaves Connecticut's flag indistinguishable from most other states'. More iconic state flags (Texas, Maryland, Colorado) have not only been merchandised for a profit to the state, but have also created a sense of patriotism and unity among citizens.
A 2001 survey by the North American Vexillological Association compared 72 different state and providential flags throughout North America. At the conclusion of the survey, Connecticut's flag ranked 50th out of 72. If this current design is objectively bad, why do we still keep it around?
Proposal
The changing of the flag will be done in a similar fashion to how it was done in New Zealand in 2015 (Description). There will be a period where the pubic may submit their designs to a committee, where the opinion of the public and committee will create a short list of designs. The same process will occur once more, leaving a final list of five flags. These flags will then be brought to a public preferential vote, leaving us with one flag. This flag will go head to head with the current flag in a public popular vote. The results of that vote will determine the Connecticut state flag.
Goal
The goal of this movement is to unite us Nutmeggers under a single, agreeable, beautiful flag which we may call our own.
