While everyone is focused on the massive 850-acre Project River vote, the developers are quietly trying to pass a separate 385-acre zoning and annexation request on Monday, September 14th and vote on Monday, September 28th. This smaller 385-acre is the most dangerous piece of the puzzle, and stopping it right now is our number one priority.

 **Here is why this specific land grab is the most important fight today:**

**The Non-Contiguous Loophole:**

Right now, the massive 850-acre main parcel has a huge legal hurdle: It doesn't touch the current Cleveland city limits. Under Tennessee law, a city can't just leapfrog over land to annex a property that isn't connected to its borders. Passing this 385-acre tract completely fixes that problem for the developers. It creates the physical land bridge they need, unlocking the main site and paving the way for the massive 1,500-megawatt data center campus.

**The Foot-in-the-Door Strategy:** 

The developers are acting like this 385-acre tract is just a harmless separate project for 'lodging and a restaurant.' Don't buy it! This land is the strategic gateway. It is being set up as the primary heavy industrial staging area and infrastructure corridor needed to feed the main site. If they get this land, they get their foot in our door.

**Precedent is Everything:**

If our local officials vote 'YES' to rezone these 385 acres for heavy industrial use, our fight against the main 850-acre parcel is basically over. The developers will stand in front of the city and argue that the area is already industrial, making the unproven 500-megawatt biomass plant and massive data centers a done deal.

A Calculated Sneak Attack:

They intentionally scheduled these votes for the nights before the heavily publicized main meetings. They are praying for an empty room, so they can pass this piece of the project in the dark with zero pushback from the neighborhood. We cannot let them build this nightmare campus piece by piece.

**If we stop them on the 385 acres, we halt the entire project in its tracks.**
