Reconsider SC Directive on Stray Dogs in NCR
The Issue
To the Hon’ble Chief Justice of India,
I write to you with the utmost respect and pressing concern related to the Hon’ble Supreme Court's recent directive to relocate all stray dogs from the Delhi NCR region into shelters within eight weeks. As an individual actively engaged in animal welfare at the grassroots level, there are several critical points warranting reconsideration of this directive.
Firstly, the sudden removal of stray dogs could induce severe stress and trauma for these animals, potentially leading to adverse behavioral changes. Scientific studies and veterinary research confirm that abrupt habitat displacement can have long-term detrimental effects on the mental health of animals.
Secondly, the logistics of such a massive relocation within a short time frame pose significant challenges. Currently, the shelter infrastructure in the Delhi NCR region is inadequate to accommodate the large population of stray dogs humanely. Overcrowded shelters can be detrimental to maintaining proper animal care standards, infringing upon animal rights, and failing to comply with the Prevention of Cruelty to Animals Act.
Thirdly, successful and sustainable solution models from other progressive cities should be examined. Initiatives focusing on animal birth control (ABC) and vaccination programs have been successful globally, controlling stray populations while ensuring public safety and animal welfare.
The directive's intent aligns with the goal of ensuring a harmonious human-animal coexistence. However, it must be pursued in a manner that is compassionate, feasible, and scientifically justified. Immediate removal without consideration of these aspects may lead to unintended consequences, contrary to the welfare of both the human and animal populations.
In light of these concerns, I urge the Supreme Court to reconsider the decision and engage with animal welfare experts and civil societies to develop a balanced approach. Collaboration can yield humane and effective strategies, ensuring animal rights and public safety harmoniously coexist.
