Reconsider Experience Requirement for B.Tech/BE Holders in Coal India for Non Exe to Exe

Reconsider Experience Requirement for B.Tech/BE Holders in Coal India for Non Exe to Exe
The Issue
Respected Sir/Madam,
We, the undersigned employees of Coal India Limited (CIL), would like to bring to your kind attention a major concern regarding the recently announced Coal India Departmental Examination 02/2025 for promotion from Non-Executive to Executive positions.
As per the notification, a minimum of three (3) years of experience in T&S Grade A is required for promotion to executive positions in all departments except Finance, Personnel, and Company Secretary. However, it is important to highlight a critical inconsistency in this policy:
For fresh recruitment, B.Tech/BE degree holders are eligible to be directly appointed as executives without any prior experience.
On the other hand, existing B.Tech/BE holders within Coal India must mandatorily complete three years of service in T&S Grade A before they can be considered for promotion.
This discriminatory policy is unfair and demotivating for existing employees who have already been serving the organization with dedication.
If a fresh graduate with no experience can be appointed as an executive, then imposing an additional 3-year experience requirement on current employees with the same qualifications is unreasonable.
Our Appeal:
We sincerely request the Ministry of Coal and the management of Coal India Limited to reconsider this policy and ensure equal opportunities for internal candidates. Specifically, we demand:
Exemption of the 3-year experience requirement for B.Tech/BE holders who are already serving in Coal India
Fair and transparent promotion criteria that provide equal career growth opportunities for existing employees.
Immediate revision of the Departmental Examination 02/2025 notification to reflect this change.
Coal India employees play a crucial role in ensuring energy security for the nation. It is essential that their contributions are recognized and rewarded fairly, rather than imposing barriers that hinder their career progression.
We trust the Government of India and the Ministry of Coal will take necessary steps to address this unfair policy and implement a just promotion system that benefits both the employees and the organization.
We look forward to your positive response and necessary action at the earliest.
