The Issue
Pets are cherished members of countless households and, in many ways, are as dependent as children. My personal journey highlights this truth—Abby, nearly 16, was found abandoned in a trash bag but has been with me through thick and thin, including my marriage, cancer, family loss, and countless other life milestones. Luna was rescued from a life of extreme neglect, her age unknowable even to her veterinarian. Shadow and Amy, albeit newer to our family, demand special food, regular training, and diligent veterinary care. They, like many pets around the world, rely on us completely for their health and survival.
These devoted companions require comprehensive care: food, shelter, preventative and emergency medical treatment, insurance, grooming, training, and even end-of-life arrangements. Furthermore, pet owners bear legal responsibility for their wellbeing and actions. Despite the undeniable interdependence and devotion between owners and their pets, the law does not recognize our pets as dependents for tax purposes.
There are millions of similar stories of pet owners financially and emotionally supporting their pets as family members. Households often invest significant resources in ensuring their pets' physical and emotional well-being. Recognizing them as dependents for tax purposes acknowledges the financial responsibility that many American families undertake when they choose to adopt a pet.
In fact, according to the American Pet Products Association, Americans spent over $130 billion on their pets in 2021, and the expenses continue to rise. The burden of these costs significantly impacts households, particularly during challenging economic times.
To achieve this change, we propose legislation that would allow pet owners to claim pets as dependents on tax returns. This initiative would not only provide financial relief but also encourage the adoption of more animals in need.
