The Issue

Petition Summary

Under current UK legislation, companion animals are legally classed as inanimate property under the Theft Act 1968. A pet is legally classified no differently than a sofa, a laptop, or a car. This creates massive loopholes that allow abusers to escape prison, let unregistered stray animals fall back into neglectful hands, and prevent authorities from taking immediate action against illegal breeding and poor living conditions. This outdated legal status leaves helpless animals trapped in living nightmares while authorities are forced to wait on paperwork, warrants, and property disputes just to intervene. 

We refuse to accept this system any longer. 

Our pets are not inanimate objects. They are living, feeling, irreplaceable members of our families. They share our homes, love us unconditionally, and depend entirely on us for their protection. When someone mistreats a pet, they are abusing a dependent family member.

We are demanding a protection system for pets modelled directly on child protection frameworks that gives authorities the power to rescue abused animals instantly and put perpetrators behind bars. 

What We Demand

We call on the UK Government and Parliament to introduce comprehensive legal reform:

  • Reclassify Pets as Family: Amend civil and property law to officially recognize companion animals as sentient family members, requiring courts to base pet disputes on animal welfare rather than purchase receipts.
  • Mandatory Custodial Sentences for Abusers: Amend the Animal Welfare (Sentencing) Act 2021 to mandate prison sentences and non-negotiable lifetime animal bans for severe, intentional cruelty.
  • Strict Stray Pound Identity & Microchip Checks: Amend the Environmental Protection Act 1990 to prohibit council pounds from releasing stray dogs without an up-to-date registered microchip and verified proof of ownership.
  • Statutory Site Inspection Powers: Grant police and designated animal welfare inspectors statutory powers under the Animal Welfare Act 2006 to enter private land, outbuildings, and sites to conduct welfare checks and verify microchips.
  • Immediate Seizure Powers for Neglect & Overcrowding: Lower the threshold for animal removal under Section 18 of the Animal Welfare Act 2006, allowing officers to immediately seize and remove animals found underfed, living in cramped or unsafe conditions, or being kept in unauthorised breeding/litter environments without waiting for severe harm to occur.

Why We Demand Change Now

Right now, across the country, people witness horrific acts of cruelty, report them, and are met with the agonizing response that "hands are tied." Every minute spent waiting on property rights and bureaucratic delays is another minute a defenceless animal spends in fear and pain.

No family member should ever be left in a dangerous situation simply because the law sees them as a piece of furniture.
