

Recognise Animals as Sentient Beings and Reform Local Laws to Protect Them
The Issue
In South Africa, thousands of animals suffer daily due to outdated laws, lack of enforcement, and limited access to veterinary care. The Durban Animal Welfare Network (DAWN), supported by concerned citizens, calls on the eThekwini Metro Council to urgently amend municipal bylaws to reflect the reality that animals are sentient beings—capable of feeling pain, fear, and joy—and deserve protection under the law.
South Africa’s Constitutional Court has affirmed that animals are sentient and worthy of protection. Yet, current Animal Welfare legislation (National and Local Government) continues to treat them as property, failing to safeguard their welfare. It’s time to align our laws with our values.
