In 2015, the FBI classified animal cruelty as a Class A felony, highlighting the severe impact such crimes have (FBI National Incident-Based Reporting System). Despite this federal stance, our state laws do not yet reflect the gravity of animal welfare and the need for more meaningful protection.

Internationally, progress has been made. For example, France has recognized animals as “living beings endowed with sensitivity” since 2015 (French Civil Code). This acknowledgment respects their emotional and physical experiences beyond mere property status. It’s time for Tennessee to follow this compassionate example.

We propose a legislative change to reclassify animals from “property” to “living beings” in Tennessee law. This adjustment would not only reflect their inherent value but also ensure they receive the protection and respect they deserve.
