I am a resident of Sabine Pass, Texas, and I am writing to bring urgent attention to a critical public safety issue affecting our community, local workforce, and surrounding industrial operations.
For years, residents have advocated for the reconstruction of the roadway connecting Sabine Pass to High Island, Texas. This route is far more than a convenience—it is a vital secondary evacuation corridor. In a region highly vulnerable to hurricanes, storm surge, and industrial incidents, redundancy in evacuation infrastructure is not optional; it is essential.
A previous hurricane destroyed this critical roadway, and it has never been restored. As a result, Sabine Pass is left with only one point of ingress and egress, creating a dangerous bottleneck that places residents and workers at significant risk during emergencies.
This vulnerability is not theoretical. Recent incidents, including the explosion at the Valero Energy refinery, required residents to shelter in place without the option of evacuation. Our community is surrounded by major industrial facilities—including Valero, Motiva, LNG operations, and the DOW Chemical Sabine facility—each of which carries inherent risk. In the event of a large-scale emergency, the absence of a secondary evacuation route could have catastrophic consequences.
Reconstructing the Sabine Pass–High Island roadway is a matter of public safety, emergency preparedness, and regional resilience. This project should be prioritized for state and federal funding, including hazard mitigation and infrastructure resilience programs. Modern engineering and elevation strategies can ensure the roadway is built to withstand future storm events, protecting this critical lifeline for decades to come.
The continued lack of action leaves our community exposed and vulnerable. We cannot afford to wait for another disaster to highlight what is already known. Proactive investment now will save lives, protect critical infrastructure, and strengthen emergency response capabilities across the region.
