Re-open the PUBLIC FOOTPATH on the Inglis bridge at Monmouth

The Issue

This petition is seeking support to refurbish and reopen the PUBLIC FOOTPATH over the Inglis Bridge, Monmouth. A full refurbishment of the bridge is planned in order to permit vehicle access, but this ls taking much more time than anticipated. The FOOTPATH has already been closed for 14 months. Creating a FOOTPATH over the bridge can be achieved by installing marine plywood over the existing deck, in a matter of weeks, at low cost, without scaffolding, or the involvement of National Resource Wales (NRW).

A full refurbishment, making the bridge suitable for vehicles can be undertaken when the MoD, National Resource Wales and Welsh Water agree a way to do it.

The FOOTPATH  is a vital link between Osbaston and the town of Monmouth. It is a safe pedestrian route for residents, and for children attending the Osbaston schools. The alternative route is longer, using narrow pavements, alongside 2 busy highways.

The Inglis Bridge is an historic vehicle bridge. It was closed to vehicles in 2018 but remained open as a PUBLIC FOOTPATH until September 2024 when that too was closed due to the deterioration of the wooden decking.

Following the 2024 closure, the MoD received a funding allocation of one million pounds to totally refurbish the bridge, such that it could be used for vehicles and pedestrians. The plan has been blocked by National Resource Wales (NRW) because a flood situation could interfere with the scaffolding whilst the refurbishment work was underway. 

A revised plan, to lift the bridge off its abutments, place it in the adjacent field to carry out the refurbishment, and reinstall it afterwards, is being considered. A lengthy project, and a risky operation for a 94 year old bridge that was not designed to be lifted. Additionally, the mains water supply, which crosses the bridge, would have to be disconnected, or re-routed, until the bridge was reinstalled.
