On February 15th, 2017, our beloved John "Jocko" Souza was tragically shot point-blank in Redding, California by Michael Lake. Despite the gravity of the incident, local authorities shockingly ruled it as "self-defense," a decision that confounded Jocko's family and caused a deep rupture in our community. The most harrowing aspect is that Jocko was entirely unarmed at the time of his death, raising disturbing questions about the true circumstances surrounding his killing.

From the outset, Jocko's family and countless members of our community have been plagued by suspicions that the full truth was never revealed. For years, rumors of a cover-up by local law enforcement have loomed large in our conversations, fueled by whispers and unanswered questions. As more information comes to light, our fears have only been amplified, pointing to inconsistencies and overlooked details that demand further scrutiny. The investigation carried out was marred with troubling questions and procedural discrepancies. It is imperative that the authorities address these concerns by reopening the investigation into Jocko's death.

We demand a transparent review, re-examination of the existing evidence, consideration of new testimonies, and if necessary, independent oversight that will ensure any bias or previous oversight does not cloud the ultimate pursuit of justice. The stakes are high, not just for Jocko's family, but for all of us who hold dear the principles of justice and accountability. Jocko's life was abruptly taken, and the void left by his loss haunts his family and our community continuously. By seeking justice and truth, we strive to provide a measure of solace for Jocko's loved ones and to reinforce community trust in the fundamental systems meant to protect us.

It has since come to light, that Jocko and Michael had been in an ongoing dispute. Jocko had previously sold Michael a vehicle, the same vehicle that Michael used that night to attempt to run Jocko off of the road while he was riding a bicycle, according to citizen reports from that night. Michael then awaited Jocko at a stop light to confront him, as soon as Jocko approached the vehicle, Michael shot him one time and killed him. It has also since come to light that Michael's father is a member of law enforcement, and at that time, the local police department knew Jocko by name, and did not like him. Jocko's family as well as many others in the community believe that due to Michael's connections to law enforcement through his father, along with the combination of the local police having it out for Jocko, that Michael was allowed to get away with pre-meditated murder.

This petition calls on the local authorities in Redding, the California Department of Justice, and the office of the Attorney General to take immediate action. Reopen Jocko's case, conduct a thorough investigation, and let the truth have its day in court. We owe it to Jocko, his family, and ourselves to ensure justice prevails.
